There are a couple of mistakes ond escription and label for this potion.
First it is a Heal over Time very similar to Torpor spell. I haven't checked precisely but seemed to heal around 1200 hp in approx. one minute and giving a slow/snare effect.

Uhh, they must have this wrong unless its a mana/hp type heal and heals 5000 of each at once, instead of just ADDing 5000 to each of them

I agree. I always thought it had the same effect as Regrowth, 15hp per tick.

I'm getting close to that skill level in Alchemy, maybe I'll just have to make one and see.
