The slow percentage for this spell is 35% max. Confirmed by using a Horn of Shadows with a 115 Bard, to cast on a lvl 1 player via /duel. Haste went from 100% to 65% on the stats tab when the slow landed.
You cannot reliably check debuff values on other players since there is a PvP malus on debuff strength in place. I tried various slows in arena and they all buffed down the same percentage on the targeted player. Last time I checked that malus was about 30% that's why you came to 35% conclusion. In PvE 55% seems correct to me.

This will be fixed in the future when I remove ranged formulas off spells.

I just checked again on the Horn of Shadows. The slow is still 35% max.
