This spell memblurrs 25% initially, and does nothing for the remaining time it is on the creature. The spell description shows it only memblurrs 25%, it does not reoccur, like the title suggests. This spell has never worked as intended, and most likely never will.
Spell: Reoccurring Amnesia costs 28 plat 9 gold 8 silver 5 copper sold by Ghul Rustem on the dock in South Qeynos (buyer level 2 human female monk with 143 charisma) I have verified its location on this vendor 4 times in the last two weeks and we had a large patch that reset everything on vendors during that same two weeks...

when an enchanter you crowd controol say 2 mobs were pulled you mem 1 and then tash the 1 that is memed and you slow by then the mob that is memed will hate you so you use memblure so he hates the puller now. =}

The 4 ticks is how long the mob's mind is cleared, if it failed its save vs. Magic. If it makes its save, it has a chance of coming after you because you attacked it with the spell.

Actually because the spell is listed as beneficial it will not aggro the mob, nor is it possible to resist it. The spell will always land, but it may not mem blur the mob, just a 25% chance every tick. Also I am not sure how they calculate the chance to blur, as low level mobs are almost always blurred, and high level ones are much harder to mem blur.

Very valuable for the Shawl quest.

I'm having trouble thinking of a time when this would be useful. Anyone care to enlighten me?

Ok, I now have a level 33 chanter and I use memblur constantly. You have to be a damn n00b to not see the reoccuring benefits of this spell. Someone pulled 2 mobs and you park and slow one of them. What happens 75% of the time when mez is broken? Yes, the mob comes flying over to you. Well, if you memblur it once or twice, the mob wont leave the tank and you can continue to meditate. Think about it. It also works on mobs already hitting on you - if the tank is having a problem pulling it off, memblur it and clear yourself from the top of the hate list. Simple as that.

This is also researchable: Nitilims Grimoire 449 & 450. Also, I bought one from the Ogre Vendor at the Lighthouse in Gunthuk . . . but that could have been luck (perhaps someone researched it and sold it to the vendor?)
