Hello, so here is how I got this spell for my guys
NOTE: Firstly I guess its possible to have done LESS, but not by much as I followed some of what people suggested we needed to do but I know this works for sure. In all scenarios listed below I got the spell for
Wizard, Mage, Enchanter, Druid
For Who:
1. Characters who are NOT Flagged at all
2. Characters who are flagged for all of what I I did
3. Characters who are mostly flagged. By this I mean they did NOT do the one solo quest, Just the group + raid achievements
What I Did:
Part 1. Oceangreen Village
- Completed "A Secret Hidden in Plain Sight" (solo task) NOTE!! I only did this one 1 person, hence why i said some people are #3 above (partially flagged)
- Completed "A Corrupted Arch Priest" (group mission)
- Completed "Remove the Head and the Disease Will Die" (group mission)
- Completed "The Bubonians Are Coming!"
- Completed "Raid Expedition: Temple of Bertoxxulous"
What I don't know is if I could have skipped the Part 1 (above) stuff altogether or not, but it was like 10mins of work so not worth skipping I guess.
Part 2.
-Completed "The Crystal Bloom" (I did this and it DID appear required because otherwise he didn't tell me what I needed to start the raid)
-Completed "Raid Task: Showdown at the Crystal Core"
For Part 2 I simply did the first step with my group, then I added everyone to my raid and did the second part (of part 2) and then everyone was able to buy the spell even if they did NO other steps
Strategy for Part 2 / 2
1. All I did was zone in with levitation
2. Huddle around the dwarf and wait for it to start
3. Ran over to the boss invised
4. Killed him (Fyi his adds came to us versus the dwarfs so I had like 15 adds no biggie at 115)
5. Lastly,
I was a moron who wouldn't figure out HOW to get out of the the raid instance of Part 2 / 2 (Showdown), so that I could hail the original quest giver to complete the actual raid.. so I had one of my alts who was NOT in the raid run to him and hail him. I guess I could have ported and I definitely could have dropped my campfire at him but I didn't so I suggest you do

I am void G with Korafax raids done and still can't buy rklll of this spell. Guess I am going to have to do the warrens raid.
My 90 mage got this yesterday after doing the raid, with only Void B.

Small comment on Showdown at the Crystal Core. Very enjoyable raid event, was able to do my best DPS on that event (until this mage thought he'd do a Leeroy Jenkins and break CC...causing utter chaos and wiping the raid. Very fun raid.
Twincast is a great spell especially at Rk. III, a huge increase to damage and DPS. Loved blowing it on the end of Lord Brekt the Worldslayer. However, the spell is a bit risky in a group...if tank doesn't have good aggro you could wind up with a hard hitting mob in your lap or a named...ouch. If you are a raider, do NOT under ANY CIRCUMSTANCES use it on The Synarcana, as you can foul up the order that needs to be cast on Synarcana. (best left to the rangers) For example a mage, wizard or druid has a chance to mess the order up due to the Twincast AA possibly going off at a bad time.
Otherwise, very effective DPS boost especially at Rank III which my wizard has.
Big thanks to Cestus Dei for the spell (one of the few original Veeshan raiding guilds left)

Confirmed, Void E group flagged. Spell was available for purchase on Zeb for 390 chronobines immediately after getting the win on Showdown at the Crystal Core.

This spell is unlocked from Zeb upon completing the raid: Toskirakk - Showdown at the Crystal Core
I was only able to purchase this for 390 Chronobines in Void F after completing all 3 Korafax raids.

In what zone and at what cost?
Sidenote: I wasn't void-flagged, until I beat both Ascension and Malarian raids, so I assume it would be accessible from any voids.. but, Alla's site would like facts, and there are none I can offer here, only assumptions based on facts. :)
