I heard that the ingivorate now take like 15 seconds to cast instead of 3

The only way to cast this spell is if you have a peice of armor with the effect "invigorate" on it. Like the Kunark BPs. Don't confuse this with the shaman/cleric spell "invigor" which replenishes stamina.
Classes can't buy this spell from a vendor and mem it in their book.

How can I find this spell for my enchanter. I can't seem to find it anywhere. does anyone know where i can get it??

Yes as a bard, with a singing steel breastplate, mask of deseption, lute of the howler, and other tiggered items, I can safly say. "Yes the can cast and trigered item while moving"

Quite likely :) We're the only ones that can cast on the move at all as far as I know. Maybe other classes can trigger an item, but I've never been able to.
