I have used both the Tranquil Staff and Ton Po's Bo Stick of Understanding quite a lot. I can confirm that the proc does begin at level 50. It is totally unresistable. The stun will not affect any stun immune mobs (that I've fought) nor any mobs above level 55 (it does work on any mob level 55 or lower). The damage will always land for full on any mob that I've fought (I haven't fought any immune to magic mobs, but I have fought lots of high resist mobs). The damage will hit even if the stun won't. The stun and damage still hit on PLAYERS above level 55. The damage is reduced accordingly for PvP. I haven't tested to see if stun resist or shielding affect the proc. Hope this is helpful.

I've seen a few references to a maximum level that the stun proc will work on is level 55. However, I've reviewed the spell details under LUCY and cannot find any supporting data to this claim. Can anyone with a tranquil staff, ton po's staff or fabled tranquil staff reply with details about the max level for the stun proc?
Also, are there certain mobs that are immune to stun? (I assume there are, like OMM)

T-staff procs at 50 or 51, im not sure at Ton Po's Bo
