Will this stack with KEI or higher?
No, this will not stack with any of the clarity line of spells. This is just group c2.

As of the 7/10 patch, this is now lvl 56 instead of 59!
Does this stack with Gift of Brilliance, Brilliance, and/or Insight? Any info is appreciated, just thinking of how cool it would be to have like 40+ INT buff and like 30 mana/tick =)

Yes, this stacks with Gift of Brillance making it 12 per tic. And insight/brillance
