I just tested this level 42 spell Boon of the Clear Mind (Boon) against the level 14 Breeze and level 26 Clarity (c1) on my level 43 Enchanter today.
Looking at Combat Mana Regen (cmr) in the character stats screen in game I see the following:
Breeze: 7 cmr
c1: 10 cmr
Boon: 7 cmr
I made sure to remove each spell from my buff window before casting the next to confirm the change in the stats screen.
I assume that Boon will scale up to 10 cmr with character levels nearing 65 to match c1's 10 cmr whereas Breeze is capped at 7 cmr but I am completely ignorant as to how spell scaling works in Everquest.
I feel inclined to mention that I am playing on the time locked progression server Agnarr although I don't imagine this will have any influence on how the spells function.
Personal thoughts:
I was very excited to finally gain access to a group wide mana regen buff but that excitement slowly faded away when I noticed that Boon failed to override a lingering c1 buff on one of my party members. I'm just a bit disappointed that boon, at my current level, is inferior to the single target c1. I do appreciate the convenience of applying some mana regen to my entire group in one single cast but I can't help but feel that I'm letting my group down, ever so slightly, if I choose this spell over c1. In just a dozen or so more levels the difference in these spells will be largely irrelevant to me but I can't help complaining.
I hope somebody will find this helpfull. Cheers!

The max it will give you is 9 mana regen per tick. That max is set by the spell data. The scaling we have setup for SPA 15 which this spell uses is incorrect, I believe the calc it uses isn't using the correct multiplier. I'll add this to the TODO list to fix.

Does anyone have any new, pertinent information regarding how to Quest this spell now that Firiona Vie has been taken over, and the Good Quest giver was killed in the original invasion??

The wife has been turning in a number of scrolls trying to get Boon of the Clear Mind. Gracie is now in the FV Outpost (the old drolvarg temple) and is at loc. pos 239 neg 3222. Go through the temple and in one of the buildings to the right in the back. Is probably easiest to spot her faedrake pet, Fyrefly flapping by her.

It would seem that many of you are too dense to READ the spell information or use the links posted at the top of the page. Instead those of us with even half a brain have to search through idiot questions for anything useful when the awnser to those questions is a link away and right in front of your face. You know who you are. My only question is are you stoned or just stupid.

Is this, in fact, a group C1 spell? And if so, who is the person in FV that starts the quest?

It is more than possible to find this on a vendor in OT, simply for this reason. You turn in a spell to whats her name to get another spell. you dont get the one you want and sell it to vendor. Lots of people do this. so The vendors may have it on them if the person is not into standing in Bazaar for hours trying to sell it.
Just cause the vendor doesn't sell it normally, doesn't mean a player did not sell her one.

Well, upon attempting to enter the OT outpost, I conned the cliff golem, Scowling. I then cast sight into the circle of NPC's by the center fire. Illusioned myself as a Dark Elf...still scowling to Siladdarae N'Riese. Illusioned as Ogre, Troll, werewolf, and even Dry Bones, was scowling on every con.
None saw invis when I tried it, but I have to ask, how would I go about doing a turn in while invis against a swarm of red and dark blue cons? There has to be at least 12 NPC's in that circle that would all agro if I dropped invis.
This leads me to believe that I either unknowingly ruined faction with these people, OR they can sense diety, mine being Brell Serilis (I know, didn't think about it when I made this toon =o).
Any possible info anyone can give would be useful. I'm a lazy chanter and would love to be able to dole out clarity in a single cast instead of having to dish it out in single platters =o)
Edit: Well, being the crafty player that I am, I spoke with a DE Rogue in my guild, who took the spell: Theft of Thought in for me, via sneak/hide method of turning in items, and got my new Boon of the Clear Mind =o)

IF you were REALLY crafty, you would have done the quest in Firiona Vie, where they like followers of Brell Serilis.
There are two versions of these quests, an eveil one in OT outpost, and a good one in FV city area.

Sorry, but this is merely a group version of the standard Clarity. So nope, no stacking with KEI. KEI will supersede this.

I used Illusion: Dark Elf. Went OT and hailed Siladdarae N'Riese in the center camp with all the spell vendors. Turned in 1 of 4 spells she wants (Cripple, Color Slant, Theft of Thought, Dementia) and she gave me 1 of 4 spells back (random). One was this spell.
As stated: As of the 7/10 patch, this is now lvl 44 instead of 52!
Now if someone would be kind enough to direct me to the quest for this spell or tell me clearly, where I can buy it, myself and others would be very happy.

The spell is obtained by going to OT at the evil outpost and (sorry I forget her name ) and hailing one of the non venors she will tell you she is looking for 4 scrolls I gave her the spell cripple and in return i got some xp and the spell of topic here. There is a total of 4 spells you can get from her that you cant get anywhere else. this is kind of a quest but the spells she wants drops in the skyfire mountains and the mobs there are kinda tough. I am a necro so i have no use foor the spell boon of the clear mind so i sold it in bazaar for 1k. maybee to cheap maybee to much. Note I think she gives you one of the spells at random so there is no order you will get it. you may have to turn in all 4 spells to get the one you want. thats my 2cp gl

Her name is Siladdarae N'Riese, and you can also get the 4 spells she wants in Burning Woods from mobs lvl 46+ in the zone I think. Also this is the version of the quest for evil races, there's also an NPC in FV that gives the same quest for good races.

My Necro bought this of a spell vendor in OT, it wasn't from the Enchanter spell Vendor though but one in the same area but to the NE of the central fire
