This spell is available in the Abysmal Sea, Wizard vendor Gruppip Fooedli, price for me was 23,0,0,9.

Yes, this spell is a worthwhile addition to any Evoker wishing to make his work quadding easier. I have to admit though I felt ripped off when I bought it for 2,000 platinum in the bazaar on Rallos Zek server. I'm not cheap or broke though so I paid the bling and rode off on my 100k green drogmar and polished my Staff of the Four.
