Either this has been nerfed or is bugged or is not what I expected.
It has been a big disappointment so far. I tested this out by kiting efreetis in Jewel. Looks like you have to be pretty close to get this spell to land. I tested by rooting the mob getting close and casting - a significant amount of time I only got the message "casting Arc of Arrows" and nothing landed, when it did land damage was less than expected.
One thing though it does not appear to break root.
I will send feedback in case this spell isn't working as expected.
If this is working as expected, I would much rather have a better nuke than this.

Arc Arrow may be our best DD spell averages 4k dd per cast but a warning use wisely in multi level zone this can bring adds in that you can not even see it also has to be aimed just right. please remember to tell any chanters in the group/raid that you plan to use this so they can plan there corpse runs accordingly.(Arc of mez breaking Arrows) and so far TS does work with is but cumulative damage is only about 5 to 6k as far as I’ve seen SOE aint going to let rangers have to much dps. had 3 and 4k crits with ts then miss on one or two arrow and minimum damage with others. still 4 arrows not sure if more than 8 targets are hit.
This is an upgrade to HoA - the level 68 Hail of Arrows spell. It's a directional AE which hits up to 8 mobs directly infront of the center of the ranger's view for 4 archery shots. Each shot can crit, miss, be dodged etc, and all damage is classed as physical archery. This means:
1. You can't cast this when silenced (as the cast is classed as a spell).
2. This will hit all mobs immune to fire/cold/magic/disease/poison, belly casters etc. (Though I don't yet know how it effects mobs immune to melee).
3. You will do Double Damage when a mob is stationary by 'non-magical means' (tanked, snared&fleeing, first agro, casting, etc).
4. Being directional, this spell will hit mobs through walls.
5. This spell is uneffected by Trick Shot AA.
6. This spell doesn't consume arrows.
7. Neither your bow nor arrow effects the damage of this spell in any way (don't go hunting high dmg bows because of this spell - it will make NO difference!!!)

I checked the vendor list for Naene Ebonlocke, the level 79 spell vendor found in Hills of Shade here: http://eqbeastiary.allakhazam.com/search.shtml?id=26797. I didn't actually go there to check in person. Arc of Arrows is not on alla's list of goods sold by this guy. And it is a dropped spell, as indicated by Koraya below. I saw this for sale in the Maelin Bazaar for 1 million plat. I think I will be getting this spell at the Rk. II level by getting up my faction with Fang Breakers, and buying it at the vendor instead of parting with a million plat.
