No, this does NOT stack with KEI.
This was the best extra buff that went with C2 in the days before Luclin.
Then KEI came along and made GoB go the way of the Dodo.
Another example being "Everlasting Breath" (Kunark) being made obsolete by "Leviathan Eyes" (Ykesha)
But, as is stated below, this does stack with the Lich line, so cast it on your friendly neighborhood necro!

Also useful for Bards, who cannot regen mana from our mana regen spells. This increases their mana pool. And we can further add to our allies' mana pool by buffing their intelligence and wisdom as the only class that can!
Everlasting breath is a Luclin spell not Kunark.
