I compared Alla's raw spell data for both versions, and the only difference listed is under the variable "numhits". Version Rk 1 has the numhits at 1, and Rk 2 lists numhits 2.

Comparing the two on Lucy, it lists the variable as "max hits".

My guess then is that Rk 1 increases the HoT duration by 1 tick, and Rk 2 increases it by 2 ticks.
