While this takes you to a zone in Kunark, I think it should be flagged as a Velious spell because there is no vendor available to buy it from until Velious (the one in Greater Faydark, the others are available even later).

Thanks, changed to Velious. Not sure why this scroll hasn't been moved to a Kunark vendor.

This is a PoP spell.

No, this is not a PoP spell, it is a Kunark spell. They did not wait until PoP before making a port to a zone in Kunark.
After much wandering and porting myself across Norrath I finally found this where I should have looked in the first place. This spell is NOT found in the NK/Oasis gypsy camps, but it IS found on Srendon Gladetender in the Kelethin Druid guild. It cost me 11p3g4s with amiable faction and 133 CHA.
