Combine Gate can be bought from Terblyn Zerbus in Temple of Solusek Ro, according to EQAtlas.

That is correct, it can be purchased by Terblyn. If you have problems getting into the Temple due to faction, see the Zone description of the Temple of Solusek Ro on this site, or have someone run in and buy it for you. I think it cost me 11pp or so as a DE with about +20Cha with items.

Oh yeah, and make sure you have them buy Combine Portal for you too, while you're there.
