All the voice line of spells add hate/aggro to the target of the spell. It's a good thing to use if a warrior or someone is having a bit of trouble keeping their aggro. Drop a voice line spell on them and the instantly have more aggro then everyone else.

I used this spell for the first time last night. I dutifully added the spell gem to my list then waited for it to become active. I waited a very long time.

After looking at the spell above, I am wondering if the moment you place the spell in your active spell slot is the game making you wait the 540 seconds before allowing you to actually cast the spell?

So the question is...does the spell have a bug, is it not a bug and the long wait for the spell "is working as intended", or is this wait the rule for all long recast spells and I have just never noticed it.

It takes all spells their recast time to appear the first time. This is mildly noticeable on my 10 second spells, and very noticable on the long recast time spells.

This is an intended effect of having the 9 minute recast time. It is the same as cleric stun spells and divine aura lines of spells, as well as many others among many classes. It is this way so that a person couldn't memorize the spell, cast it, then forget it, re-memorize, and cast again (all within a few seconds). If you could do that, most recast times would be useless.

I would assume the 9 minute recast timer is there so that you can't buff more than one person with this. I don't know why you would want to but that seems to be why it's done. It is a very handy spell, I must admit though.

My only argument to this re-fresh/re-cast time is that at lvl 39 I don't have a spell gem dedicated to having just this spell sit on "hold", so-to-speak. (I don't believe any of us do.) So, while the benefits may be great, I am thinking that I'll muddle my way through without this spell.
