This is not a player spell, it is a proc on a weapon, I think some NPC's also have/use it

Does the proc stack with weapons that already have procs. Also do you hold the weapon you want the effect to be on or is it just anything your are fighting with at that time?

Stacks with procs. Currently dual wielding a SSoY and a WoFS. With CoS up, I'm a proc machine.

This spell has a cost of over 32pp. WTF!!! Is this thing unresistable or something. I would hate to spend so much plat on a spell that has no special effects and causes less damage than Force Shock. It does however use less mana. Maybe that is the upside. Thoughts and suggestions appreciated.

It's *well* worth the price. I used it as a main nuke until lvl 28 or so, and it still makes a great finishing nuke after that. It's actually more mana effecient than the lvl 24 nuke at first (until the lvl 24 nuke damage scales up).

It's also resisted far less than Force Shock because it's not a dual-component (thus double save) spell.

This spell is my go-to at 26, and probably will be until I ding 29. With a Robe of the Oracle (paid 200pp) providing Improved Damage I, I can land this sucker for 176 points (best I've noticed; critted once for 236 - rock!) for a mere 90 mana. Compare that to Frost Shock's 110 for basically the same damage. And it's not a dual-component spell, as noted.

I haven't used a different heavy nuke since 20th level. I keep Flame Shock and Shock of Lightning memmed for ensuring I get my piece of XP from a mob that is being rapidly dropped by my group (and conserving a bit of mana). With my equipped 165 Int and a Polished Bone Hoop, I can throw a LOT of these suckers. The 30pp I paid for the spell has repaid itself in stacks of dead Recondite Bandits.

Causes weapons to proc occasionally during a fight, presumably based on your DEX. Effect is 35pp DD and knocks back the opponent a step, probably interrupts casters too.

Dex won't effect this proc. Dex only works on weapon procs, while this one is a spell proc. The SK spells that grant a lifetap proc, for example, aren't effected by dex, BUT, a weap with the same proc naturally on it (like black acrylia halberd) will proc more with higher dex.
Effects around caster aggro through walls?

I have observed that when a Wizard casts this spell, there is a graphic particle effect in the area around the caster. I am wondering if this can aggro a mob through a wall if the caster is near the wall.

Last night, I was in Permafrost with my guild. We were in front of the door to the Ice Giant Diplomat, right by the wall to VOX's lair. I was casting this spell. No one was casting AOEs. Suddenly, we got wiped by about 5 giants and a number of spiders who we believe came through the secret door from VOX lair. Could the effects of this spell around the caster, not the target, have caused this aggro?

No, every spell has a particle effect and they are merely graphic "prettiness." You can do /showspelleffects off which will prevent the graphics from being displayed, but the spell will work exactly the same as far as damage, agro, etc...
