As of today, 1/22/08, I have seen this drop, and gotten it, off of both the Black Oaks and Root tenders, in Direwind Cliffs. on the east side of the zone in the valley end where the Big Black Oak roams, and at the cave entrance to the Root Tenders. On our server we call it "the Root Camp". The Rank II spells drop fairly often, as our guild banker has mostly the rank II spells now in stock also. Just my 2cp worth, and good luck to all!
