In game they are called "Mechanized lockpicks" and I dont think Allak has the stats right...

They are:

I could not find these for sale in bazaar when I needed it for com raid to get skill over 200, so I got the ingredients and found someone to make 2 of them. I saw for sale later around 200 pp and 150 pp, which is good profit considering its all storebought or minor drop items in the combines and not very high skill to triv.
On a side note every rogue should have 2 (two) of these, one on person and one in bank, in case you need to get to place to retrieve corpse that requires the extra lockpick skill to get into.
i.e you party was wiped out in COM camping reavers on wrong side of locked door when some knuckle head used an AE spell and pulled the high lvl mob from nearby. Now your mech lockpick is on body and you are on other side of door, and you are only one who can open it in your raid as thats why they invited you, so good planning put an extra Mech Lockpick in your bank so you can open door for corpse runs.

now that they made it that u cant use ur ability points to raise tinkering if u dont work on it, this is the closest item to ur starting skill that u can actually raise ur skill in, i saved up rat ears when i was a newbie, or u can hire a noob to do it for ya, but it helped me get to 66 (gnomes start 50) and from there i was able to craft the next thing until i could finally raise my points thru ability points. u have to put extensive time into it on the field before they let ya raise it in comfort, hence 'You must learn advanced skills on the field.' just my 2 cp
