Min skill is, at most, 100 to complete this combine. It may be lower, but I tried it at 75 and lacked the skill necessary, but at 100 i was able to successfully combine
fyi, I first tried this in my fier'dal fletcher's kit and it didn't work. Then tried it in my planar fletcher's kit and it did.

I'm not sure if a whittling blade is the same as a whittling knife (which I purchased from Tasec Dreeng in Absymal sea). But the walkthrough I have says whittling knife and it worked fine in the long net pole combine.
