Wrong on that count, alot of the Gates JC requires a Reinforced Jeweler's Kit.

You can buy it from a fellow player, or just hand in Turepta Shell, Shimmering Steel Thread, Shimmering Steel Thread, and Jeweler's Kit to Rilwind Sitnai in Absymal Sea
