This will not work in a normal jewlery kit or a Planar jewlery kit. You need to do a quest for a Reinforced Jewelry Kit (

Shimmering Steel Thread sells from the Tailoring vendors for 52p 4g 9s 9c ... just use the "Find" button and search for the tailoring vendors.
