At 202 Fletching, it said I was not skilled enough to attempt this combine.

Guess it's Rough Darkwood Recurve bows for a bit.

If this combine is not working it's probably because you are not using a Planar tailoring kit.

ok, the elemental bows require a few different high level tradeskills (not JUST fletching) as well as some help from elementally flagged people.

E'cian Ice Bow Cams (2 needed), require a high level Smith and Tinker to complete, as well as the icy ore from Plane of Water.
Slarghilus Kelp String requires a relatively high level tailor (~180 skill) to combine successfully as well as 2 Slarghilug Kelp Strands from Plane of Water.
Primordial Driftwood Bow Staff is a drop from certain mobs in Plane of Water whose names are somewhat long and difficult to spell correctly. Click the link above if you're interested.
Planing tool is available at fletching merchants.

The Final Combine for the bow itself is trivial at just around 250, probably at 252. It's quite a rarity to come across on most servers, I wish any non-elementally flagged person good luck if they hope to attain one

Final Combine trivial is 335. Other than that, your post is quite accurate!! :)
