That is correct, only barbarians can make it, although they don't HAVE to worship the tribunal, unless you want to imbue the jade yourself (then you have to be a shaman).
Would swapping a Imbued Jade for the ivory make this wearavble by followers of Rallos Zek?
No. Rallos zek worshippers have a choice of fierce heraldic (exact same stats as this) or fulvous darkscale (less ac, more mana, higher ac). Almost all rallos zek warriors can wear the heraldic, while the biggie shadowknights are only able to wear the Darkscale.
