My RL wife picked up the tattered silk robe, and wants to MQ it for me ( she plays a chanter, and clarity 1 isn't worth it). Now for my question: Do both people have to have the 'ally' faction in order to MQ an item like this? Or just the person doing the final turn in?

Abudan Fe`Dhar is located in a room just beyond the maze, immediately to your left once you've ported into the giant staircase section.

Actually, the Keal Plague Bearer's Robe robe looks superior to the Thurgadian Warlock's Robe as it has a total of 37 to resists where the Warlock's Robe has 25. I already made war with the Keal, so it's too late for me in there, but I have killed no dragons, so I might have a chance in here.
But it makes sense, because it's harder to get good faction with the giants and dragons (since most people start out KOS), so the rewards should be better.
So I would suspect this to be better than the Warlocks robe as well.

Anyone get this robe yet? Trying to decide if I should get a thurgadin robe, Robe of the Bonecasters (in PoG), or this one...

Uhm, The girl in Thurgadin gives the same quest...she requires a tattered silk robe and 3 pristine emeralds to make a robe for a necromancer...is the same quest given in two different places? The girl i am refering to is in the library in Thurg in the middle robe...i just typed "What Robe" or "What new robe", can't remember.

Thurg Quests do not ask for Tattered...They ask for Torn Silk, Not Tattered Silk..Trust me..Ive gotten My Warlocks Boots,Crown, and Gloves from Thurg..So dont Assume that Torn silk is the same as Tattered..Cause I dont think that it is..If somone has Done SS quests with Torn silk plse post it..Thanks.

Yes, this is right.
Given that there are 3 possibly competing factions in Velious, there are corresponding quests in each faction for similair armour.
There are quests for armour for each class in Kael, Shyshrine, and Thurgadim. In essese they're the same quest, they require the same gems for each piece, just the "torn", "corroded", or "tattered" armour bits come from different places.
In this particular quest, the torn robe is most likely found in the testing area of Veeshan's Temple. A very difficult "uber" zone.
The only notable difference (other than the name) of the resulting armour is that the resists are +- a point or two. (eg +2 disease on one, +2 posion on another)
