This is the first Torment of Velious raid.

The boss,Griklor the Restless, will fly around on his mount above the ruins, and he will go outside the wall on one side, then back in. First. once it starts, the boss will call a player's name. The person called must get into the target ring (raid mark him so the ring is easier to see) under the flying boss properly to trigger the "hail" hitting him. This will damage anyone near the target ring as well. This must be done twice (though not in a row if you miss) in order to make Griklor "fall" and be able to be damaged. Have a tank ready to aggro.

There are four logs around the ruins where the event happens. There are two near the entrance where the task NPC Bethun Brewbeard is located, and two more on the opposite side. They are stationed like four corners around the middle. The log near where he reenters the ruins can be where the healers and casters play. The next log on the boss's path is where we tank him. The boss continues going clockwise around the ruins, so number the logs 1,2,3,4 (1 being the healer/caster spot).

Tank the boss at 2. He will emote an AE and will cast with a blue aura (freezing cold). Back outside the range to avoid damage (heal main tank through it all). He will also emote a zonewide AE (sleet and rain). The task NPC (Bethun) runs to one of the logs and casts a red aura that heals the AE. ANNOUNCE WHICH LOG to the raid. The whole raid MUST BE IN THAT AURA. The AE damage is quite severe, so most healers and casters will die from it unless extreme AE heals are going on. Most others will as well. You will have a few seconds once it's called. You can drag the boss to wherever the red aura is up.

If the named player doesn't get in the ring in time (less than 5 seconds or so), a cursed dervish will spawn. During the fly arounds, a dervish will also spawn. Whenever adds are up, we use an addtank to pull and kill while trying to get the boss to drop. Kill adds asap whenever the boss is flying. Multiple fails on the name called ring runs can make the raid unwinnable. You can reset the raid if you miss more than once at a time. Be warned, Griklor might go back up on his griffon during the AE rain and sleet, and he can call a name. That player must get under him, so have healers ready to keep that toon up long enough to trigger the knockdown effect on the boss.

At 30 percent, he no longer goes back up, and we burn hard. He will start calling orc adds. He may also call down rain and sleet. We usually tank him where we are regardless - full burn, full AE heals (everything we can), and the addtanks pop AE aggro and use deflection to keep adds off healers and dps. All adds despawn on boss's death, but you can still die if any AE effects are still afflicting you. Heal if needed for a few seconds after the win.

10 Warlord Symbols is the base reward, then 10 more are added every 3 months, up to a max of 40. So, when ToV is released on a progression server, it will start with 10.

Was this staggered as well on live servers when they staggered the raids?

This is from live servers. We started getting 10 WS on the first wins, then more and more every 3 months, up to 40 WS per win at the end of the expansion.
a rime dervish

Apparently, if you have enough players on your raid that fail the emote, 6 failed emotes in a row in our case, a rime dervish will spawn. Cons red to level 115.

There are several things to do on this raid...

The boss,Griklor, will fly around on his mount above the ruins, and he will go outside the wall on one side, then back in. First. once it starts, the boss will call a player's name. The person called must get into the target ring (raid mark him so the ring is easier to see) under the flying boss properly to trigger the "hail" hitting him. Tank the boss at 2. He will emote an ae and will cast with a blue aura (freezing cold). Back outside the range to avoid damage (heal mt through it all). If the named player doesn't get in the ring in time (less than 5 seconds or so), an add (dervish) will spawn. During the fly arounds, an add (dervish) will spawn. Whenever adds are up, we use an addtank to pull and kill while trying to get the boss to drop. Kill adds asap whenever the boss is flying. Multiple fails on the name called ring runs can make the raid unwinnable. You can reset the raid if you miss more than once at a time.
