Note: You can do turn-ins for this quest as low as dubious (he just won't talk to you).

Find Lieutenant Milven at the zone in from WL, go through the first gate, turn right, go up the stairs, he's right there.

You say, 'Hail, Lieutenant Milven'

Lieutenant Milven says 'Hmm, the guards at the gate sent a _____ to assist with the rampant problems? They shall have to be replaced with functional sentries so this does not occur again, but that is another matter for later.'

You say, 'What rampant problems?'

Lieutenant Milven says 'I trust that what is said here will not be repeated to outsiders, yes? Good. For some time now, we've been fortifying our position in the shrine to fend off giant attacks as they come. Though there hasn't been a major engagement between the shrine and the giants for quite some time, there have been strafing runs done by them in an attempt to test us. If you're up for it, I have a mission I need someone new to the shrine to complete.'

You say, 'What mission?'

Lieutenant Milven says 'We've been looking for someone that isn't from the shrine to find some of the giants that have been on these strafing runs and have them eliminated. You're of the perfect ilk because they will not recognize you as a friend to the shrine. Once you pry their steel-plated helms from their cold, dead heads and bring them back to me, your worth will be proven and you may show promise as an ally to the shrine.'

Upon turning in a Giant Warrior Helmet:

Lieutenant Milven says 'Well done, _____. You are proving to be worth the risk of sending a new recruit out on a mission such as this. If you feel this is the type of mission you're best suited for, feel free to slay more of these beasts and return their helmets to me. The fewer giants there are out there, the less chance they can continue their random attacks against us. I also may have another assignment for you if you're interested.'

Since they are now putting faction gains and losses directly as a message, all my work doesn't mean a whole lot anymore. just confirming that giant warrior helms are worth 3 points towards Yelinak Faction. you also get -7 to Kromzek per helm. Froist Giant Toes are +1 to Yelinak and -2 to Kromzek whereas Storm giant Toes are +1 to Yelinak but -3 to Kromzek

After that post on may 8th, I decided to save up and figure out faction increase for yelinak. I was dubious and kept handing in more and more until I made it to just apprehensive. I was able to do that by running down to yelinak and targeting it, then running back to Lt Melvin to hand in and after every hand in re-target yelinak and check for a faction change. In this manner I was able to determine precisely when I went from dubious to app. Then I counted 34 giant warrior helms to go from app to indifferent. with a 200 point span for apprehensive, it works out to 6 points per helm. it then took 22 more helms ( 132 points ) and 32 storm giant toes to get to amiable. and since indiff is 200 point span we then can calculate the storm giant toes are worth 2 points each.

and just barely amiable does not allow me to turn in king tormax head.

EDIT, handed in 12 storm giant toes and 46 helms ( total 300 points) and now Yelinak takes Tormax head.

EDIT: since then I handed in 29 more helms (174 points) and 17 toes ( 34 points) which would bring me to 508+ head. today on double faction day I handed in 16 more helms (16x 6 = 96 x 2 = 192) which brought me to 700 points + head. on the 15th helm I was still amiable, on the 16th I went Kindly. so head is worth 100 points since Amiable is 800 point span. Then I handed in 15 more helms (90 points normally but 180 today) and 13 storm giant toes ( 26 points normally but today 52) and another head (100 points normally but 200 today) which brought me to 432 into kindly ( kindly is a 500 point span). that left me 68 points to warmly if my math was right. so I then carefully handed in frost giant toes one by one to see what they were worth. and on the 17th toe I turned warmly. that's 4 points each during double faction day so 2 points each normally - just like the storm giant toes. and now we know everything.

6 giant warrior helms got me from just into apprehensive to indifferent. 7 more took me to amiable. with those faction spans of 200 points, it means the helms must be around 30 points each. took 27 more to get to kindly. being that amiable is 800 point span its looking like 30 points each is right. Kindly is a 500 point span. So when it took 16 helms to get through it, the number 30 solidified in my mind. As a side note, it took 10 helms to gain 1% regular xps at level 48. Same with Frost Giant toes. But - toes are not worth as much for faction. 44 toes did not get me to ally. 44 toes and 7 helms did. Warmly is a 700 point span, so taking out the 210 for helms means 44 toes were 490 points. thats 11 points each. I admit most were frost giant but I did toss in a few storm giant. So its not 100% accurate. Helms are the way to go for faction, but toes do not hurt. 1 helm is worth approximately 3 toes. Might be that FGT are 10 and SGT are 15, Someone else will have to work that out. Now that my lowbie SK is ally, I am done.

edit - another side note. only took 8 more giant warrior helms to get to max ally with COV after making ally.

You can Charm Milven and he will give you $$$ and exp on the turn in (Helmet/Toes) but you do NOT get the faction hit. Again I say your faction with CoV will NOT go UP !!!

this is still true. just tried it using puppet strings on a new heroic toon ( starting faction scowls).
my two cents
# Aug 06 2005 at 6:04 PM Rating: Decent
After 3 days of slaughtering giants in Kael my Claws of Veeshan faction was dubious, I'd made more than a grand of platinum, collected several stacks of frost giant meat and rock fern, numerous pieces of random equipment, a few extra vials of Royal Kromrif Blood for the 7th Coldain Shawl, and a bag full of gian warrior helmets. (Can you say "obsessive-compulsive looter"?) Also got a yellow of AA, which isn't much, but not bad considering the faction was the number-one goal this week.
Not having a rogue myself, I found rogues to give the rock ferns to. The recipies that call for frost giant meat being trivial to me, I gave the meat away, too. Making the butcher, the baker, and the poison maker very happy. Lots of equippment got sold, given away, or tributed.
Near the Wakening Lands side of Kael a Barbarian Mercenary spawns in a half-built room. Since he's shorter than the giants you won't see him over the half-walls. The Kromzek Mercenary Brooch should be looted, and handed in 3-at-a-time to a Barbarian inside Shyshrine named Torm Wenrar. There are other mercenaries in the Eastern Wastes. They will also drop Mercenaries Assignments, but that quest seems to be no longer viable with the removal some time ago of the NPC's in Skyshrine who wanted the Assignments. There is referance to Captains Brooches and "other notorious mercenaries," but I need to prove myself more before Torm Wenrar will discuss such matters with me. (Thought I'd mention this as another collect-to-win faction quest to raise Claws of Veeshan, since that's why we're all here.)
Then I took my bag of giant warrior helmets to Skyshrine, via druid port to the Wakening Lands. I must have been high dubious, because after one helmet I was apprehensive. After finishing the bag of hand-ins they were indifferent to me. So, back to Kael for more. And when my bags are full, I head to Skyshrine again to give Lt. Milven all the helmets and toes I had collected this time around. (Previously I was selling the toes, because 7p is pretty nice, and I hadn't realized yet that they could be handed in for faction, too.) One Storm Giant Toes later I was amiable.
He will take Storm Giant or Frost Giant Toes. For either toes you get faction and some coin, for helmets you just get faction. And with a merchant in the next room, I cleared out my bags to go back to Kael for more.
With only 2 toes and 1 helmet dropping on my next round of slaughter, my faction was still amiable after turning them in. Being 50 stones overweight with loot and coin, I headed back to the plane of knowledge to bank and take a break, satisfied with my faction ... for now.

These helmets also drop off FGs in Great Divide, although they're uncommon given the number of giants in the zone compared to Kael Drakkel.

very easy directions to lieutenant milven
# Nov 06 2003 at 8:32 AM Rating: Decent
Ok for anyone who couldn't figure out those directions to get to lieutenant Milven here is the simple way to get there. Go through the Wakening lands. None of the guards see invis. Open the gate go straight down to the tunnel intersection and turn right. There is only one way you can go which is down the hall and up the stairs and he is right at the top of the stairs. A flying black drake you can't miss him. He gives coin and faction for toes. And just faction for helms I conned apprehensive to him when i turned in 7 helms and 2 toes when finished i conned indifferent. By going through Kael it was easier to con the named dragon in Wl that is on the right side of the zone to see if it would be safe to enter without invis. And of course if you are dubious there is no reason to sneak.

as a note i am only posting this because some people aren't in the habit of reading all the posts in the thread.

Re: Conning the 'named dragon' to see if you are KOS to CoV faction... you are talking about Wuoshi here .. level 63ish, Sees Invis, nasty nasty lizard... if you pop into WL anywhere near it you'll know your CoV Faction rather fast *grin*. Wuoshi likes to hang out around the Druid portin to eat people as they zone in. Much safer to con the Drakes, Wyverns, etc in CS to see CoV faction. I do agree the WL route is faster to get to this turnin NPC ... just not as safe unless you are certain you will not wind up Dragon Kibble upon zoning in.

No, he is talking about Rolandal, a named dragon on the north wall. He is on CoV and Yelinak faction, so you can check without running all the way to Skyshrine.

# Jun 21 2003 at 10:45 AM Rating: Default
answered my own question. Posting to say i turned in 16 toes and 5 helms and got 1 faction up. 3 helms and 6 toes left now. Hope that brings me from low ally to max ally =D

RE: Question
# Jun 28 2003 at 2:50 AM Rating: Decent
Not sure myself, but i just heard tonight, as i too was raidin' those scury giants, that if one can sneak in any way, shape OR form, one might b able to do the turn-ins...one would b indifferent, much like...a rogue say, unless one would have to trigger Hail him to continue the quest(turn-in).

Sneaking does work; confirmed yesterday. Was dubious and my bank just couldn't hold any more helms; sneak, 12 turned in, turn sneak off...still dubious, hehe.

From Paladins of Norrath:

scowls -750 or lower
threat -500 -749
dubious -100 -499
apprehensive -1 -99
indifferent 0-99
amiable 100-499
kindly 500-749
warmly 750-1149
ally 1150+

I Saved a bunch of toes, bought a bunch of helms to work my CoV faction up.

I turned in Giant Toes until I was just Kindly then started in on the helms. 20 Helms took me from Barely Kindly to Warmly. So you can expect that each Helms is worth approx 12.5 hits/kills.

I agree that 12.5 is about right for the increase per helm. It's hard to be sure since you can't know how far you jumped into each new range. Once I got to dubious from killing giants, I turned in helms until I hit indifferent. I was apprehensive for 7 turn-ins, which is a range of 100. Plus I have some amount of heroic CHA, which is supposed to increase faction hits, though it's not clear by how much or whether there's a random element involved. Anyway, somewhere in the 12.5 to 16 range, for sure.

Now I'm going to switch to toes and see if they're better. Plus I'm curious at what point will he actually deign to talk to me about the missions that I've been doing all along?

If you port into SS turn around and go through the gate. Follow the hall until it comes to a T intersection. Take a left, follow the right hand wall and then take a Right. Go all the way to the end of that hall and take a left again. Then turn right. You will drop down the "Fake Floor". Now run following the passageway past the room with no door, and you will come to a wide space. There will be a black dragon flying in place on your right. That is Lt. Milven. At Dubious I was able to hand in toes one at a time. If you hail him, you get the "is that your BREATH" or something similar. So, just turn toes or helms in to him one at a time. He gave me Faction 5p10g15s20c or something like that. It wasn't too bad anyway. Faction for cash.. Have fun and enjoy

OK this may prove to be a dumb question. I have seen that when I am Feign Death I am indifferently to all. so If I went to this npc(or any) and FD would I be able to do quest as being indifferently?

You can't open a trade window while FD. But if open trade window first, you can FD and finish trade with indifferent faction.

This does work

I just turned in 20 Helms with my Druid, The mob grumblbed at him but we turned them anyway... Faction and Exp on everyone and DID raise one level of faction. This guy is located near the Wakening Lands zone. From the back gate go right and up the stairs... you should run right into him.

from reading what u wrote about the giant warrior helmets you didnt get the faction hits because when u hailed him it said that u need to prove your dedication, meaning you don't have the faction to even walk among them without invis let alone do quests where u turn things into them. you need to have at least dubious faction before you can complete the quest.

With a faction of 'threateningly' I tried to hand a helm to Lieutenant Milven. He insulted me, started to fight, and called his friends to help beat on me.

I came back with an enchanter. The enchanter pulled Lieutenant Milven to the Waking Lands zone and charmed him. I went from 'threateningly' to 'indifferent' faction when he was charmed.

I gave Lieutenant Milven two backpacks of helms and storm giant toes. I NEVER SAW A FACTION CHANGE MESSAGE, but i get the 'gained experience' messages. A portion of my log is as follows:

Con and Hail:

Lieutenant Milven regards you indifferently -- You would probably win this fight..it's not certain though.
You say, 'Hail, Lieutenant Milven'
Lieutenant Milven says 'You need to prove your dedication to our cause before I can discuss such matters with you.'

Hand in a helm:

Lieutenant Milven says 'Well done, Brambly.
You gain party experience!!

After zoning out and back in to check my faction, I found that it had not changed:

Lieutenant Milven glares at you threateningly -- You would probably win this fight..it's not certain though.
You say, 'Hail, Lieutenant Milven'
Lieutenant Milven says 'Oh look..a talking lump of refuse..how novel!'
You say, 'Hail, Lieutenant Milven'
Lieutenant Milven says 'Foul being, you have trifled with one of the kin and now you will die!'
Lieutenant Milven hits YOU for 29 points of damage.

Also, the enchanter had 'amiable' faction after charming Milven. He handed in a helm and only got the exp message, no faction message.

ok here is how you do this with your chanter buddy.

1 - chanter charms NPC
2 - open trade screen with NPC
3 - Chanter Invises you
4 - Chanter Gates
5 - hit trade with non charmed NPC now
6 - grats you just traded successfully with a KOS mob

Hope it helps

faction from charmed mobs was disabled a while ago, if you have racial hide / sneak and can get someone to harmony / lull him you can still faction up though
Umm...I did get faction right?
# Mar 02 2003 at 9:52 PM Rating: Decent
Unfortunately, SOE really beat this Q with the nerf-stick. Since it is all about CoV faction, the new faction increases when you turn in toes/helms are about the same as the mercenary brooch Q (/grimace).

Because of this dissapointing change, the toes/helms have sadly become merchant food to me since I get about 7pp and 11 pp each respectively on them to any vendor and they generally just collect dust in my bazaar satchel when I try and sell them (at a somewhat cheap price I might add). It's best to just slaughter as many FGs/SGs as possible for the faction now and get some exp/plat on the side. (/sigh)
Toes, Toes, Toes!

I was dubious when I entered SS and after 4 backpacks of primarily STORM giant toes, and a few helms, I am indifferent. Seems the storm giant toes give the best faction.
