This is wrong:
Click the wand when a phoenix is at low health. This might spawn an enraged lava elemental. Kill it.
You click the wand on an enraged lava elemental, that spawns AFTER a phoenix kill,when IT is at low health, NOT the phoenix.
The spawning of the enraged fire elemental is what determines you have the correct phoenix that updates the task.
Three of us went to do this and wasted over an hour clicking the wand on phoenixes. It is not a shared task, so all of us had to get the quest separately. The first time we got an enraged fire elemental to spawn we clicked the wand on the phoenix at 20% health, killed it and the enraged fire elemental, no update. The second time we got the enraged fire elemental I decided to try the wand on it at 20% and all 3 of our quests updated.
You only need do it once for the entire group.

You can get this quest from Horizon Blighted Sage +421, +971, +65 on the west side of the zone. You say, 'Hail, Horizon Blighted Sage' Horizon Blighted Sage says, 'Ah. You say, 'interesting' Horizon Blighted Sage says, 'Over there, those phoenixes. They are majestic, their fire a comfort, their blaze a thing of beauty. But. Something is wrong with them. I know not what. Some do not fly with the joy of the flame, but linger to the earth, colored by their obvious despair. Perhaps one like you would be [curious] enough to investigate. I, of course, do not ask you to do this. That is not my place. My place is here. On this bridge where I must stay.' You say, 'curious' You have been assigned the task 'Fire and Fury'. You need to click the wand on Phoenixes, as the original text says.
I suspect it works best if the Phoenix dies with the buff still on, so click at about 5% health.
Then kill the elemental if it spawns.
Job done.

Weird. Boxing this, I killed three without clicking the wand, then pulled a fourth.
Three PCs clicked their wands at 90%, 20%, and 9% respectively, and an elemental spawned on death. Killed the elemental, everyone got the update.
