This is obtained from Iron Lightning Spirit in Stratos at -20, +395, +102 on a platform. To get to the platform, say "accept" to Soaring Moon near him. You say, 'Hail, Iron Lightning Spirit' Iron Lightning Spirit says, 'Ah, another stranger. I have been given the instruction to speak with any that make it this far and determine their [worthiness]. Surely you understand that you are [not welcome] here? Only bad things can come of you mortals having found your way here unbidden.' You say, 'What is my worthiness?' You have been assigned the task 'Earning One's Place'. Iron Lightning Spirit says, 'One's worthiness is difficult to define and will hold different value to different individuals. Yours is undoubtedly low, as you have forced your way into our realm. Your arrival here, the first thing you have done here, breaks our rules. It is hard to find value in one that has done such. This is absolutely absurd. I'm going back to do this task only to find out my faction is maxed and I need to bring it down to -500 just to get this T1 quest! Complete madness.

The supposition " I believe completing Soldier of Air should raise faction. " is incorrect. It does not raise faction with Servants of Esianti, the faction needed to get Earning One's Place quest from Iron Lightning Spirit.
In the Soldier of Air quest the kills around the Plane of Smoke Portal give -2 towards Brass Phoenix Brigade and +4 towards Contingent of the Alabaster Owl. Completing the Soldier of Air quest from Grieving Soul Scent gives zero faction, just xp/plat

I did the factioning got below -500 with The Servants of Esianti and still not able to get the quest. Still only gives petitioner's plight.
Avoided doing Fight Fire for the faction hit as well.
