Save yourself a trip and loot the draconic ore before going to turn in the singed note and battle plans. Can pre-loot the Fereth cloth as well.

Prerequisite quests: Testing the Waters, For My Information, What Makes a Scorpiki?, The Dragons' Graveyard, The Orb of Luclin, The Orb of Fire and State of the Sarnak.
Find Praetor Maestra in the Combine encampment in the southwest corner of Skyfire Mountains. Praetor Maestra says, 'Gorowyn seems to be the seat of their power. We have been unsuccessful trying to get agents into the place. It might require some brute force. I don't mean anything when I say this, but you adventurers appear to have a lot of brute force. Would you be willing to do some [tasks] for The Combine?' You say, 'tasks' Task Window Text: These 'Fereth' interest me. They seem to think they are the leaders, so we should try to find out what they have planned. Get into their headquarters and see if you can find out anything. Kill fereths until it updates. Task Window Text: Someone must have written that note, maybe they can tell you what it is talking about. It's certainly one of the Fereth. Find it, no matter how many times you have to hit them. Bring any Fereth named npc down to 80% until it admits he wrote the note. A Fereth commander says, 'Stop! I wrote that note! I'll tell yoi what I know. We are building a [new sort] of armor. The note just informs my boss that it is nearly ready! You say, 'new sort' A Fereth commander says, 'It is obvious that your type is dangerous and we need greater protection! As leaders it is our job to forge what our people need.' A look of fervor comes into the sarnak's eyes as he continues. 'What the need is to be united! We can't defeat our enemies until we fight as one!' Kill him now that you had the information you were looking for. Loot the Cryptic Clans. Someone in the group gets Singed Note on the cursor. Once done, everyone in group gets a Cloth-wrapped Necklace on their cursor. Task Window Text: Kill one of the sarnak in Gorowyn that is not of the Fereth and place the items on or under its corpse. It dropped off the fereth assassin in the white and gold hallway. Not a drop, came up on the cursor. When you click on related quest item, says that it drops off scourge right outside of the hallway but maybe conflicting information..

I did this step on a Fereth lord. I'm guessing any random Fereth will do.

On the final step "Plant the package Maestra gave you on a freshly killed, non-Fereth, sarnak corpse. 0/1" make sure you target the corpse first, then right click on the Cloth-wrapped Necklace.
Go to the building called White Building it is a round circle west of the lava where the named lavaisk pops it has an entrance that looks like a ladder on the map full of Fereths.
We crossed the lava to the side of the building and along the side to the door so not having to attack going in.
