I don't know if this is a different quest or just a misunderstanding. What I've heard is that you have to take him 4 Ice giant toes, then 10 Ice Giant heads, then you are supposed to take something else, but apparently it is broken from there. I don't know.
What makes me think it could be another quest is that I think the guy said councelor not chancellor. Anyway you are supposed to get a good shoulder item out of it.

This quest begins with Chamberlain Krystorf in Icewell Keep.

Chamberlain Krystorf wants you to bring him four giant warrior helmets. These are dropped by various Giants in Kael Drakkal. That quest you're talking about is given by a guy in the cleric guild in Thurgian. He has a pretty big name but he's in the room where a dwarf is speaking on stage. The guy that takes the toes and gives you the shawl is on the right as you face the speaker.
The helmets go to the chancellor to is standing next to the Dain himself. (Or his throne if the Dain isn't there. :) )

Yep the heads are the second quest, toes are the first. Item is shoulder with +2 to ac/wis/?/? so not all the great really. Third quest hasn't been completed yet.

yes it has... 4 toes 10 heads then a bunch of baking... called feeding the coldains quest.

Well after killing maybe 100 frost giants (scouts beserkers etc) in the Great Divide, we've managed to get ONE Warrior helm.
On the other hand we have about 20 of these Kromrif heads, which don't have a use that we know of. (Looked all over Thurgadin)
This seems like a pretty difficult quest to complete, I guess it must really help your faction if you finally manage to get four helms. Either that, or there is somewhere that warrior helms are a bit more common.

Your mileage may vary, but we got about a helmet every hunting session (that makes one in 30-40 giants). Pretty uncommon, but not that rare.

go into KAEL the helmets are abundant there!

While still a rare drop, the helms are more common on the giants in Kael Drakken. We got a helmet for every 10 to 20 giants killed.

Where the hell is this guy?
K this guys name is Chamberlain Krystorf He is in the throne room. Cant trigger the rest of converstion but I Gave him one helm (all I had) and he said for storage reasons I can only accept 4 at a time for the bounty.

At dubious he won't give you the quest but you can still hand in the helms for faction.
After that if you go and talk to the Dain and say "Greetings and good fortune to you honored Dain Frostreaver IV" if your faction is high enough the chancelor guy will say "The Dain is pleased with your progress, I have a writ of the dain which may suit your tallents" if your faction isn't high enough you will be told you may need to help out some in EW.
I am Amiable to the Dain, still haven't gotten any new quests from him yet.
