Unsure of why the difference, but currently playing on Mischief server, Planes of Power expansion, and these are the hunter mobs for this achievement, not what is posted here:

Tried killing a few a ratman inhabitant. It would not update on my hunter list. I logged out and checked back later. Still not updated. Had 6 a ratman inhabitant on my druid's tracking list and killed 3 of them so unless one of the 6 with the exact same name is special its not updating. This is as of 5-22-17. If you see this months from now and it updates, maybe they had it fixed. Otherwise i would skip this zone entirely.

Did this last night. Apparantly there are two versions of "a ratman inhabitant", one is common and one is rare. After about 4 clearings of all the ratmen in the city and the upper area around Ghost of Kindle I finally got one that dropped loot and counted towards the achievement.
Thanks for the info. I guess when i try to camp old world named mobs i have to consider that they may share the same name as trash mobs. That seems really odd to me but it also explains why some zones have so many named in the hunter list.
EDIT: This was put in on the June 21st 2017 patch.
Considering an NPC will now indicate if that NPC is 'Rare'.
This made things easier. I was able to get the a ratman inhabitant some time after that patch. I don't recall the exact date but i wanted to update this post to reflect that i had eventually gotten the mob that i needed and that it did con as rare compared to the other a ratman inhabitant that did not con rare.
