This is the second Monk Shackle quest. Master Raska is located at approximately 390.29, 113.16 in the Cabilis Monk Guild (The Court of Pain). After completing the previous Shackle quest (Shackle of Clay), Raska mentioned the Shackle of Stone...

You say, 'Tell me about the shackle of stone'

Master Raska says 'Interested in the shackle of stone are we? They are made for monks who have earned their first two shackles and are ready to climb up to the next rung. A monk who feels he is ready to wear the shackle of stone must first [perform the task of cleansing].'

You say, 'I am ready to perform the task of cleansing'

Master Raska says 'Go forth to the outer gates and seek out the Iksar bandits. They have refused to bow to the will of the empire and shall pay dearly for their traitorous ways. They often wear bandit masks. If you return with two bandit masks and the shackles of dust and clay then I shall reward you with the shackle of stone.'

The iksar bandits that drop the masks Raska is looking for only spawn within the central pit in The Field of Bone. They'll be wearing blue and brown clothes rather than the average yellow clothed iksar outcast models.

Upon turning in the Shackle of Clay, Shackle of Dust, and the two Iksar Bandit Masks, you'll receive your Shackle of Stone and gain positive faction hits with the Legion of Cabilis and The Swift Tails.

Master Raska says, "You have done supremely, ________. You have earned your shackle of stone. Master Niska will now help you on your way
to earning the shackle of rock. May the elements guide you to the next rung."

Upong handing in all the items, Maska Raska says:

Master Raska says, "You have done supremely, Kharenril. You have earned your shackle of stone. ***Mistress*** Niska will now help you on your way
to earning the shackle of rock. May the elements guide you to the next rung."

***The quest text says "Mistress" Niska, but, the NPC is Master Niska

Alla -- you may want to add Shackle of Rock as a related quest as that's next in the progression

You say, 'What shackle of stone?'

Master Raska says 'Interested in the shackle of stone are we? They are made for monks who have earned their first two shackles and are ready to climb up to the next rung. A monk who feels he is ready to wear the shackle of stone must first [perform the task of cleansing].'

I handed in the 2 Iksar Bandit Masks, my shackle of dust and my shackle of clay.
He gave back the 2 Iksar Bandit Masks saying he didn't need them, yet he kept the 2 shackles and gave me the Shackle of stone.
Is this normal? or is the quest kinda bugged?

Well, I've never done the quest, but my guess would be that someone else working on the quest had already turned in two masks when you came along and turned in all the required items. Since Raska already had the two masks (something you couldn't have known) he said that he didn't need them.

Of course, I could be wrong, and the quest is bugged, but that's the only *other* explanation I can think of. Oh well. Have fun!

Also if you do not have your shackle of dust: this is a little time consuming but the weapon is kinda cool. Tell Master Niska you do not have your bracer, and she gives you a book. Then give it to the Toilmaster and carefully read the book he gives you and you will get another shackle of dust.

I was so depressed when I learned the shackle I destroyed was the beginning of a great and painful quest. Thanks to all who posted about the Toilmaster, you've filled the void in my Ikky Monk's heart :D

Can this been done with 2 PC's one right after the other or do you have to use same account?

***** the Toilmaster and his painful quest. This is much easier: I am a human monk. I got my shackle of clay and my two iksar bandit masks. Then I camped next to Master Raska. Then I created an Ikky monk, turned in my note and got the shackle of dust. Then I turned in the shackle of dust to Master Raska. Then I quickly camped, logged on my human monk and turned in the shackle of clay and bandit masks...got my shackle of stone...pain free.
    IS there another?

IS there a way to get the shackle of rock yet? Or is it under construction?
#Anonymous, Posted: Jun 01 2002 at 6:39 PM, Rating: Sub-Default, (Expand Post) There is a very easy way to do this quest if you lost your shackle of dust. Just get behind the Soulbinder and whack at him mercilessly until you get all that you need. Works great. Just thought that I would help.

Is it possible to turn in the items FDed(I havent played a monk long, so cut me some slack if thats a stupid question)? If I could, then what I am wondering is this: Could I turn a Shackle of Dust off an iksar newbie monk, then log onto Hamedo and turn in the Shackle of Clay(that I would get by turning stuff in while FD) and the other items and still get it, or would he forget about the quest when he agroed me?

If you have destroyed your Shackle of Dust, perform the Ritual of Exoneration. Ask around about it, I can't remember what it exactly is and I don't want to be the person who gives faulty info.

The ritual of exoneration is a huge pain to do. I did it just because I wanted to, but it's long. You have to get a Hammer of Exoneration from the toilmaster and a mortar and pestle from a skel in WCab. Equip the hammer and start killing stuff. Every time it procs, you get a no drop bone chip. Combine 8 in the mortar and pestle, get bone dust. Do this 7 more times, for a total of 56 chips. Tell the toilmaster I need a bag. He gives you a bag. Put the 7 bone dust with one bloodwater, combine, you get a filled penance bag. Talk to niska, get a ragged book, give it to Toilmaster and you get back Rights of Exoneration. Give both to Niska and you get the Shackle of Dust.

Getting the hammer, which is 4/60 2HB, to proc 56 times, is a huge pain in the ***. Better to have a friend make a newb monk, make the shackle, and MQ it when you need to.

"The ritual of exoneration is a huge pain to do. I did it just because I wanted to, but it's long"

Not so, get your hammer, stand behind the Soulbinder and swing away, you will have your new shackel in about 15 minutes.
How i got my second dust shackle. =P

Go talk to Mistress (Master?) Niska - when she asks if you proudly display the item (she's talking about the shackle of dust!) say "No" at which point she will give you the first item for the quest called "The Penance". Once you gather the items - you recieve a new shackle.

Ive read the previous posts, but still confused. You have to GIVE AWAY your shackle of dust to get the shackle of stone. How then do you continue the quests? Mistress (Master?) Niska doesnt offer any new quests unless you also still have your shackle of dust? How do you go onto the shackle of rock?

    # Aug 27 2001 at 5:29 PM Rating: Default
If you speak to the monk to the right of the grand master when walking in to the court of pain, she will ask you if you still have your shackle. You reply, I do not have my shackle. She gives you a book. Give this book to the taskmaster - by the froglock slaves. He gives you back a different book. Read the book and ask him for the hammer and the bag. He gives this to you. Then go to W. Cab and find the mortician - near the necro guild. Ask him for a mortar and pestle. He gives it to you. Now go out and start bashing skelly's. You fill the mortar and pestle with 8 bone shards, combine and then put the dust in the bag. Do this seven times. Fill the last slot of the bag with a blood water which can be bought from many of the merchants in Cabilis. Combine the bag and give it back to the first person that gave you the book, along with the book that you recieved from the taskmaster. Poof, new shackle of dust.

This whole thing took me less than an hour.

Note: May have been the Toilmaster as opposed to the taskmaster.

Apparently there's an annoying quest you can do to get a new shackle of dust if you tell master neska "No" after he asks if you have your shackle. Then you have to go to the toilmaster and kill a bunch of monsters to get a new one. I'm about to do this quest since I died in a DEEP pit and can't recover my corpse, thus no more shackle.
    RE: New shackle of dust.
    # Jun 19 2001 at 11:03 PM Rating: Decent
Nah, no monster killing. All you have to do is talk to neska, say no. She gives you a book, give it to toilmaster. He gives you a book, give it back to neska. She gives you the shackle. Not that annoying, it's actually rather easy = )

The "Penance" quest is much more involved than that. What you described works only if someone else attempted the Penance quest, did all of the work, attempted the turn in at the end, and forgot to hand in the book as well.

Way to get 2nd shackle of dust
    # May 17 2001 at 5:48 PM Rating: Default
I handed in the 2 shackles and 2 masks and got nothing, I forget the message. If you go to the NPC in Monk guild against right hand wall and hail him. He prompts you to a spot where you say I lost my shackle of dust. He then tells you how to get a new one. You have to get items from several NPCs and then finally the Hammer of redemntion, or something like that. It is a 2handed weapon that sucks but gives you bone chips. You fill a special bag with the chips and one blood water, mix and turn in and get a new shackle of dust. Then redid the 2nd shackle quest. Now hunting bandits and will try again.

I camped my main right in front of the guy, made a level 1, got the shackle off Glox, and gave it to the guy. Camped and logged my main in, gave him the remaining 3 items, and all was good!

Still level 6 so I doubt I can do Rock yet! hehe

Bah... with a recent patch, (not sure exactly when), Verant stated that they were going to make it so that multiquesting was NO LONGER AN OPTION!
I want to warn you guys in case you lost your note and wanted to try it by making another newbie character. Perhaps the notes have been dropping off of froglocks in the swamp around the same time, and it is Verant's way of fixing what happens if you lost, destroyed, or were a human and never got your first shackle... hope this helps. Be careful with questing from now on. =)

    # Feb 20 2001 at 3:20 AM Rating: Default
A rare drop off the frogloks in Swamp of No Hope (possibly elsewhere, but I have personally seen these) is the Iksar Monk newbie note. Thus, a Human Monk with sufficient faction, or an Iksar who accidentally destroyed his Shackle, can turn that in and get a new/replacement Shackle of Dust.
    RE: FYI
    # Feb 21 2001 at 6:04 AM Rating: Default
I've seen it many times... at least 15. And this is quite deep into the Swamp... a newbie with a note would never survive the trip. And many of them, I got from fresh pops... pop, kill, note. Nobody with newbie notes was in the zone. :)

I have an iksar shadowknight as well as a monk, and the second quest involves this note. The background info is that frogloks stole and ripped up a special tome, and you have to find the pages on Froglok raiders. One of the pages looks like the monk guild summons, but does not work. I tried it.
