This quest is offered by Drill Master Dal in East Cabilis. He is found -250, -125, 32.
You say, 'Hail, Drill Master Dal' Drill Master Dal says 'Yes, yes!! What do I have here?!! Another [new recruit]? If so, then speak up! If not, then leave and do not waste my time nor risk your life. I also seek a [legion soldier] if you be one.' You say, 'I am a legion soldier' Drill Master Dal says 'Good news to my ears!! I seek to prove to the War Baron that the infamous forsaken band of thieves who call themselves Marrtail's Marauders are operating within earshot of our city. You must bring me proof that you encountered no fewer than four of these thieves. Do so and I shall off you an armor item unavailable to most.' Hand in four Marauder Snout Ring 'MM' (dropped by iksar marauders in the zones surrounding Cabilis): Drill Master Dal hands you a shimmering black piece of armor which smells quite horrid. You find it hard to keep it from slithering out of your hand. 'Here is the armor the tailors have been working on for the legion. You may test it for us. Keep up your fine work and I may have other pieces available for you to test.' Your faction standing with Legion of Cabilis could not possibly get any better. Your faction standing with Cabilis Residents has been adjusted by 1. Your faction standing with Scaled Mystics has been adjusted by 1. Your faction standing with Crusaders Of Greenmist has been adjusted by 1. Your faction standing with Swift Tails has been adjusted by 1. For the LVL mob you have to kill and the AC of the armor you get. its just about worth less .. but atleast you can sell the armor for a bit more then the 4 rings are worth O well . i say dont waste your time and Verant should just 86 this quest and make room for a more worhty quest

This quest doesn't suck. If you want money, go kill giants, don't do a level 14 quest. But if you want exp, do this quest. At 20, exp is extremely hard to get. I got 21 just doing this quest. I waded into the pit, and proceded to pull one marauder, then pull another, and another, and have about five on me at a time. Then i'd kill em all, and repeat the process. I had 8 knapsacks with 10 slots each. I filled them all in about an hour and got almost two yellows of exp, and boosted my faction from amiaby to the next one( I don't remember what it's called). Also, this isn't a good money quest, but exp rocks. There is no low level quest that rewards this much exp and faction.

I totally agree. The only reason I even do this quest is because when you turn in the rings you do get some decent XP.
This quest is likely more for the faction. Seriously.
A) The reward armor sucks unless you're below 10.
B) The exp reward trickles off post-20.
C) Faction adjustments are *huge*.

If I recall the quest says something about the reward being armour unavailable to most...they just need to change that to undesirable to most and you've an honest quest.

It looks like a black-ish leather. Nobody at the level needed to do it will want to wear the armour. (Except for dress occasions cos it does look kinda cool)

what does this armor look like?

looks like brown-tinted leather. imagine flayed skin looking stuff but instead of the purple/red color imagine a brown color. its quite ugly but thats what i like about it. and the stats are pretty crappy (show-off armor..hehe).
