This raid expedition begins with Vasser Fayeil (click for map image) in Argin-Hiz.

Summary

- Speak with Councilor Murant to trigger the event.
- You'll see 6x "Keeper of the Flame" around the flame; four Councilors; and two High Keepers.

- Upon trigger, the keepers attack. These should be relatively simple. They are mezzable.

- After the keepers are dead, 18x "a tiny avatar of Ro" appear (staggered spawns, but add up very quickly).
- 4x "a flameguide" also appear at the center, but they aren't attackable. These cast aura-based beams.
------ They emote every 35 seconds, at which time two auras spawn in random locations in the room. Shortly after, the auras' appearance, the flameguides cast a beam nuke towards the aura. Don't be in their path.
------ Beams are significant direct damage + mana/endurance drain.
------ Beams do damage through the small, but damage is avoidable if you're very high up off the ground.
--- The other fire imps must be killed to progress the event.
------ These fire imps are mezzable, snareable, and rootable, but immune to stuns (note though that upon each imp death, two of the others will break their mez).
------ These fire imps come with a permanent damage shield (16,000 dmg).

- After the attackable fire imps are dead, an Efreeti appears.
--- Efreeti summons timed adds: 2x "an animated sword" every 20 seconds or so (may also have health-based adds in addition to those timed).
------ Adds are stunnable, but immune to mez/root/snare. They despawn after a period of time, so can be kited until then.
--- Efreeti casts targeted rain AE "Tears of Ro".
--- Efreeti casts "Fire Whip" (DOT + pull-toward mob).
--- While the Efreeti is alive, multiple fire damage auras move around the event area (avoidable by staying along the outer walls).

- After the Efreeti is killed and all swords dead or despawned, the two High Keepers auto-aggro.
--- High Keeper Jahar casts "Sol Burst" (PBAE); "Brain Burn" (single-non-tank-target stun + mana drain); and "Flame Shackles" (drops tank from aggro).
--- High Keeper Arieal casts an 18-second charm and summons health-based adds:
------ 3x "a wildfire phoenix" at 90%, 84%, 74%, 64%, 56%, 47%, 37%, 27%, 17%, and 7% (health points may vary slightly).
------ Phoenix adds grow in size every 20 seconds, exploding and respawning after growing too big.
- High Keepers must be kept within 4% of each other's health.
--- If they fall outside of 4% balance, then for every 1% difference in their health, the healthier Keeper gains damage output and the weaker one loses it (25% per 1% health).

- Finale:
--- The first High Keeper to reach 30% health dies while the other one regenerates to 60% health.
--- If High Keeper Arieal stays up, she changes in and out of phoenix form (AEing in the process) and continues summoning her health-based adds.
--- If High Keeper Jahal stays up, you have the easier of the two.
--- Burn down the remaining High Keeper as quick as possible, and kill any remaining adds to complete the event.



Requesting the Raid

You say, 'Hail, Vasser Fayeil'

Vasser Fayeil says 'This is a bittersweet moment, _____. You have everything you need to capture the flame of Ro and save your world, and I have everything I need to protect those I care about. Still, my heart aches for this city, and even the Sol`dal who despise my kind. When you've gathered a [raid] force, or perhaps a skillful [group] of allies, you can begin your assault on the High Council. If there's any [other] business you wish to attend to, address it now.'

You say, 'I have a raid'

You say, 'Send me there...'

Vasser Fayeil says 'Good luck!'

LOADING, PLEASE WAIT...
You have entered Argin-Hiz: Burn Out.



Idle Chatter

All mobs are non-combative until triggered. If you hail them:

Councilor Sivyl says 'I see no other option. Bringing you here, helping you to breach this great temple... we must purge the ember. This is unforgivable.'

Councilor Tarae glares at you. 'Leave now and we will restrain our wrath. Remain, and we will be forced to destroy you.'

Councilor Fyal says 'Invader. Infidel! We will not allow you to complete your evil plan.'

a keeper of the flame says 'Begone from here!'



Triggering the Event

Speak with Councilor Murant to begin the event:

You say, 'Hail, Councilor Murant'

Councilor Murant shakes his head. 'Of course, the first outsiders we meet and you have come to steal our most sacred artifact. Don't think you have fooled us, we knew not to trust you from the beginning. We know of your contact with some foolish embers. You should not believe that an alliance with them gives you any rights here. Not even the embers associate with the [group] you've become entangled with.'

You say, 'What group?'

Councilor Murant says 'I was being polite. Cult is a better term. Listen to me, I will not give you another chance. We hold the power of Solusek Ro. We are his chosen children and his power is ours. If we must, we will burn you to ashes to protect our birthright. Your choice at this moment is simple: [fade away], or [burn out].'

("Fade away" will zone you out.)

You say, 'We're here to burn out!'

Councilor Murant says 'We shall fertilize the forests with your ashes.'

Councilor Murant shouts 'Attack them, keepers! Do your duty and defend the flame!'

a keeper of the flame grunts, 'My god is stronger than one hundred of yours!'



Phase One: The Keepers of Flame

a keeper of the flame laughs, 'Come a little closer, and feel the warmth of my rage!'

There are six keepers of flame in the center. They hit for a max ~23,000; single-target rampage; and are mezzable and stunnable. They are auto-aggro, so you won't be able to split them. They do NOT see invisibility.

Once they die, you'll probably want to invis up or get out of line-of-sight from the center. You see:

a keeper of the flame has been slain by _____!
a keeper of the flame says 'My flame cannot be... extinguished!'

Councilor Murant shouts 'I call to you, Solusek Ro! Send us your assistance! Help us repel these invaders!'

...And 22 fire imps appear from above and circle around the flame.



Phase Two: The Fire Imps

After the keepers are dead, 22 fire imps appear: 4x "a flame guide" (non-aggro) and 18x "a tiny avatar of Ro" (aggro). These mobs are auto-aggro and do NOT see invisibility.

a tiny avatar of Ro says 'I serve the flames. You burn soon.'

The 18x "a tiny avatar of Ro" each hit for a max ~27,000; are mezzable and rootable/snareable, but not stunnable; have a non-dispellable melee damage shield called "Mischievous Flameshield" (16,000-point shield); and avoid all frontal melee attacks. All of them must be killed to progress the event.

While you're doing that, however, the flameguides will be spawning auras and casting damaging beam spells towards them. Every 35 seconds, you'll see this emote:

The flameguides cackle with glee, pointing in apparently random directions. Where they point, a small fire starts. One shouts, 'There! To the small flame we will guide the greatest torrent of fire!'

At the time of this emote, two auras spawn in random locations in the event area (auras move around a bit before settling). 10 seconds later, each flameguide casts "Blazing Beam" in the direction of the auras. Avoid the beams by staying out of the path between the imps and the auras (staying out of line-of-sight will not protect you, but you can avoid the damage by being very high up off the ground).

Blazing Beam: Frontal AE, Unresistable (0)
1: Decrease Hitpoints by 180000
2: Decrease Mana by 20000
3: Decrease Endurance by 20000

Upon the death of the last "a tiny avatar of Ro", you see:

a tiny avatar of Ro has been slain by _____!
a tiny avatar of Ro says 'Eep! What happen?'

Councilor Murant shouts 'It is time to burn them all! I ask another boon of you, lord of the sun! We must not let the flame fail!'



Phase Three: The Efreeti

After 18x "a tiny avatar of Ro" are dead, Efreeti Lord Aresh appears in the middle of the room.

Efreeti Lord Aresh sees invisibility and has line-of-sight aggro, so be ready for him as soon as you lay eyes on him. He hits for a max ~40,000; AE rampages; and spawns timed adds (2x "an animated sword" at a time). Adds hit for a max ~30,000; flurry; and are immune to all forms of crowd control. They despawn after a period of time.

He casts "Tears of Ro" (targeted rain AE) and "Fire Whip" (DOT+pull):

Fire Whip: Single Target, Prismatic (-800)
1: Decrease Hitpoints by 80000 per tick (1 tick)
2: Slow Push (-200)

Tears of Ro: Targeted AE 100', Fire (-800)
1: Decrease Hitpoints by 65000

While the Efreeti is alive, damage auras will roam around the event area. You can avoid these by staying up against the wall.

You'll want to kill the Efreeti as fast as possible.

Kill the Efreeti and any sword adds to progress the event. You see:

Efreeti Lord Aresh has been slain by _____!
an animated sword has been slain by _____!

Councilor Murant shouts 'We have no choice! Imps, give the full remaining power of the flame to the High Keepers! With that power in them, they will never be defeated!'

Councilor Tarae shouts 'But Murant, that risks everything!'

Councilor Murant shouts 'And to do nothing avoids the risk by simply admitting defeat. I can't allow it!'



Phase Four: The High Keepers

After the Efreeti and his adds are killed, the two High Keepers become aggroable. They each hit for a max ~55,000 (their apparent base max hit).

High Keeper Jahar casts "Sol Burst" and "Brain Burn":

Brain Burn: Single Target, Chromatic (-800)
1: Stun (2.00 sec)
2: Decrease Current Mana by 37000

Sol Burst: PB AE 75', Fire (-800)
1: Decrease Hitpoints by 85000

High Keeper Arieal casts a random single-target 3-tick charm:

Enchanting Flame: Single Target, Chromatic (-800)
1: Charm up to level 200

She also spawns 3x "a wildfire phoenix" at health intervals: 90%, 84%, 74%, 64%, 56%, 47%, 37%, 27%, 17%, and 7% (health points may vary slightly).

a wildfire phoenix swoops down, talons outstretched and ready to strike.

These adds hit for a max ~20,00 and are immune to mez and stun. They grow in size every 15 seconds, eventually exploding and respawning (timer appears to be 60 seconds), so you'll need to DPS them quickly:

a wildfire phoenix grows larger as its fire is stoked.

a wildfire phoenix has absorbed too much power. It pulses with fire and then explodes, only to be instantly reborn.

Rebirth of Fire: PB AE 120', Fire (-800)
1: Decrease Hitpoints by 105000

The High Keepers must be kept within 3% of each other's health, otherwise they grow in strength:

As one High Keeper grows weaker, the flames of the other grow much stronger. This imbalance is embraced by Solusek Ro, and is surely dangerous.

They retain their increased strength even after you bring them back in balance, so be careful not to imbalance them too many times.

Whichever High Keeper reaches 30% first will kill itself, while the remaining High Keeper regenerates to 60% health:

High Keeper Jahar shouts 'You are the stronger one. I am failing. Take my portion of the power and burn these invaders!'

If High Keeper Arieal is the leftover mob, she periodically turns into a phoenix (AEing "Rebirth of Fire" in the process) and back. Her phoenix adds also continue spawning at health intervals. If High Keeper Jahar is the leftover mob (by far the easier of the two), he appears to periodically self-mem blur. He continues casting his "Sol Burst" and "Brain Burn" spells, but doesn't appear to gain any other abilities.



Event Failure & Reset

Mobs can be left idle for 45 seconds before the event does a full reset. As long as at least one mob is on aggro, the event will continue. This is the emote you'll see upon reset:

Your lack of attention to the battle gives the enemy a chance to recover and reset their defenses.

Councilor Murant may zone you out mid-event if you say "flee":

Councilor Murant says 'You wish to [flee] do you? Of course. Noone will fault you for your weakness. I applaud your self awareness.'



Completion

Kill the two High Keepers and ALL adds to complete the event, and then open the chest to finish.

High Keeper Arieal has been slain by _____!

a wildfire phoenix has been slain by _____!
a wildfire phoenix squawks as it crashes down in a hail of flaming feathers.

An ornate iron chest appears near the place where the Flame of Ro one burned.

As the High Keepers die they burn brightly from the inside, their bones turn to ash and harden. The Flame of Ro subsides and seems to invest itself into the hardened bones. You gather those bones, hoping that the flames can later be nurtured and perhaps even controlled.

Screams of suffering and loss reach you through the thick walls of the temple. You see the councilors and flameguides become enveloped with flames. Though they do not seem to suffer, they scream nonetheless as the fire leaves them. You can see on their faces looks of betrayal and loss. As the power of flame that kept their souls trapped here, leaves them, they comprehend that they were living a lie that they constructed for themselves. Without the power of the flame, their lives and bodies turn to ash and blow away.

NOTE: In addition to chest loot, everyone in the zone receives a number of "Fist of Bayle" (used as an alternative way obtain raid drops, from Requisitioner Chash (map image), the Tier 2 raid vendor in the northwestern Qeynos camp of the Ethernere Tainted West Karana).

At the time of this emote, four auras spawn in random locations in the event area. 10 seconds later, each flameguide casts "Blazing Beam" in the direction of the auras. Avoid the beams by staying out of the path between the imps and the auras. (This mechanic is avoidable entirely by staying in the outer part of the zone out of line-of-sight of the flameguides.)

'a tiny avatar of ro' will always have Mischievous Flameshield up, but it will only do damage when they are Marked with a reverse DS.

Dropped "Cowl of Dark Providence" and "Areial's Fiery Stud " as loots not yet listed.

I also think the Advisor's Citrine Band is misplaced - I've seen it drop from ToRot already. This event doesn't drop rings - it seems to have shoulders and earrings.

I can request and participate in an AH raid without Kyle Bayle - it's not a pre req for requesting or participating.
