The needed items originally came as part of a 2-item set / pack from the LoN Card game. These sets / packs are not awarded from the LoN Marketplace items. Instead, the Rallosian Orc Contract is awarded as a stand-alone Prize --> https://everquest.allakhazam.com/db/item.html?item=125547.
Of course, if you still have the LoN items, you can still acquire the item that way.

Quest walk-thru currently says right click any of the 3 items to get the Contract. One of the items is a 2-slot container. Are you sure ytou don't combine the other 2 items (shards) inside the Chest?

From my understanding, you can no longer obtain the contract by collecting all 3 items (unless you've previously collected the shards before LoN shutdown). It is only rewarded as a very rare (random) prize from the 'Legend of the Dragonbrood' marketplace pack now.
Listing above may be slightly wrong. It should be:
Wurm Saddle Package: Contains Nature-Touched Wurm Saddle and Numbing Amethyst Shard
Decaying Black Chest: Contains Idol of the Fallen and Numbing Obsidian Shard
Wrapped Ornament: Contains Claw of the Fallen Dragon Ornament and Numbing Mahogany Shard
