can be purchased from Requisitioner Sheon in Western Karana Loc - N1025, P425, N315 for 1200 Medals of Heroism. Probably need to be raid flagged complete T1 to buy though.
i am missing 3 out of 4 of the T1 raids and I can see them, might be cause I have all the T2 raids done who knows
