He's found at -690, -1895, 80 (outside the Palace in the southeastern part of the zone). You must be in Dark Elf form in order to speak him, otherwise he will brush you off. You say, 'Hail, Guard V`Hul' Guard V`Hul continues to look straight ahead while speaking. 'You'd better be bothering me to offer your [assistance] to the Royal Guard. Otherwise, remove yourself from my presence.' You say, 'How can I be of assistance?' Guard V`Hul says 'The rate at which the queen's forces are growing is alarming. The fact that she's mustering a private army sends a bad message to the king. Does she not care that her foolish actions could push us to the brink of a civil war? Clearly she thinks only of herself and not of this city. Her army needs to be [cut down], but it cannot come at the order of the king.' You say, 'Yes, they need to be cut down...' Guard V`Hul nods silently in agreement. 'Then you understand what needs to be done. Return to me discreetly when the job is done, and I will see to it that you are rewarded.' You have been assigned the task 'Uneven Armies'. Guard V`Hul believes that the imbalance between the king's and queen's armies could cause civil war. Slaughter some of the Dead to bring the armies back in balance. The Halls of the Dead are located in the northwest corner of Fourth Gate.
