The devoted worshippers in Heart of Fear cannot be understood, only observed.
This collection comes from ground spawns in The Heart of Fear: The Epicenter, in the northwest arm. They do like to spawn in the nooks behind the crystals along the walls there. Finally found some Flickering Page just after I complained about them being impossible .... don't forget to check loc 870.45, 767.36, -973.97 - TOP of a spire.
635, 630. This cave is where you want to be. They spawn on the crystal stalagmites, at their bases, and behind them. Usually about 5-10 up at a time scattered around specifically where it's hard to find them, around the Grizelna spawn. This is the only place in the zone I have found these , but they are highly concentrated here.

Ground spawn in epicenter, in the northwest section of zone. Climb the crystal walls where it lets you because they spawn on top of them and behind them.
