He needs a golden rod (from a froglok priest in guk) and an enchanted shining stone. The enchanted shining stone is made from a shining stone from shadow men, take that stone to Cynthia, a gypsie in the rathe mountains and give it and 50gp to get it enchanted. Then go to Highkeep and get the stone transmuted by Tarn Visilin in the library for another 50 gp. The two steps for getting the stone each raise faction with beta neutral and can be done separately from the rest of the quest for those who just need a faction boost.

You say, 'Hail, Sultin'

Sultin says 'I am Sultin - keeper of the three [incandescent]s of power and the [rod] of Insidious Glamour. If you are an enchanter, perhaps we can deal.'

You say, 'rod'

Sultin says 'I am keeper of the rod of Insidious Glamour, a device of guile and deceit. The rod will increase the charisma of whoever holds it. Are you [interested] in obtaining the [rod]?'

No matter what combination I tried, he wouldn't respond to anything but the trigger word rod which would repeat the above line.

Here is what he's supposed to say.

Sultin says, 'If I am to give you this rod, you must bring me the parts to make another. I will need the Golden Rod from the froglok priest in Guk, as well as a Shining Stone from our mortal enemies, the Shadowed Men. Once you have obtained the Shining Stone, you will need to get it enchanted. Cynthia of the Rathe Mountain Gypsy Clan will enchant the Shining Stone for you - give it to her with 50 golden coins. When the Stone is fully enchanted, bring it and the rod to me and I will give you a Rod of Insidious Glamour.'




  • 1. Retrieve a golden rod. (Upper Guk)

    Head to Upper Guk and kill a froglok priest. Loot Golden Rod.


  • 2. Retrieve a Shining Stone from Shadow Men (Various Zones)

    Find some Shadow Men in Lesser Faydark, Neriak Forest, Commonlands or South Karana. Kill and loot Shining Stone.


  • 3. Give Shining Stone to Cynthia in Mountains of Rathe. (Mountains of Rathe)

    Give the Shining Stone (Enchanted Lapis Lazuli) and 50 gold or 5 platinum to her and she will enchant it. She gives you Glamour Stone.

    Receive Glamour Stone [Twice Enchanted Lapis Lazuli]


  • 4. Transmute the stone in High Keep. (High Keep)

    Give Tarn Visilin the Glamour Stone and 50 gold or 5 platinum. He gives you Glowing Glamour Stone.

    Tarn Visilin says, 'Your glamour stone has been fully enchanted. Take it and the golden rod back to the temple of Ro.'

    Receive Glowing Glamour Stone [Thrice Enchanted Lapis Lazuli].


  • 5. Bring the Golden Rod and Glowing Glamour Stone back to Sultin. (Temple of Solusek Ro)

    Sultin says 'Well done, adventurer. You have kept your part of the bargain, so I keep mine. Here is your rod.'

    You receive a Rod of Insidious Glamour.

    Your faction standing with Temple of Sol Ro has been adjusted by +5.
    Your faction standing with Shadowed Men has been adjusted by -1.
    You gain experience!!

    I found the stone in Lavastorm right next to the entrance to Najena. Can't remember what MOB I found the item on, but I think it was either an imp or basilisk. Never even knew what it is was for, but glad to see it was an enchanter quest.

    I was assisting a Shadow Night camping the rapier for his boots as well. We had one of these drop after about 30 minutes at the large hand in Innothule Swamp.

    Does anyone know if this Stone still drops off Shadow Men in West Commons? This isn't suppose to be a very time consuming quest, but I camped the Shadowmen for 4 hours last night without a single stone dropping???

    I had very good luck in South Karana .. only took me about 45 mins.. i like this rod very much and almost never get resisted. I camp in very hard places, such as Lower guk, Sol b, Dreadlands. Very nice item.

    Last night or should i say this morning i camped the shadowmen in West Commonlands before the patch and after I would like say.. PLing a ranger to lvl 21 while waiting for the stone to drop it did.. I guess you need to keep killing them. because as we stepped up and started pulling two at a time the different items that are questible dropped... the stone droppped (but beware... the one with the stone is a miscon... he messed me up.. i am 51 and had a 20th lvl ranger tanking.. very good xp at that lvl :)

    Had mine in WC. I needed gloves for the incandescent gloves quest, and as the stone dropped I had the good idea to keep it :)

    We pulled SM in WC and I got 2 shining stones in the first 10 minutes. Same experience another time; asked a party who was looking for rapier if I could loot any stones that dropped at WC and got one on the 3rd or 4th pull. So they drop there, and frequently.

    I'm a 57 mage that strong-armed my way through this quest. I walked right up to the 6 shadowed men in Lavastorm and cast a 600dmg AE which sent them all running, and my pet finished off every last one of them. It took about 90 minutes to get a shining stone. I also bullied my way into the froglok priest room. That **** has got to be level 20, it dies so fast.

    Now my level 6 enchanter has a Rod. Fun being a mage :)

    The stone off the shadow men is not no rent, I have had one in the bank for weeks. So im sure it wont be no rent after it is transmuted.

    I had the stone turned into a glamour stone after the Rathe Mnts. gypsy gave it back to me, then a glowing glamour stone after Tarn Vislin gave it back to me. Point being, the shining stone is lore no drop, the two stones I got back had the exact same specifications, you log or go LD, it'll still be there when you return

    Tarn Vislin (i think .. guy who does the enc pet spells anyway, never really looked at his name, so useful to know just for that if he isn't Tarn) .. if you go straight thru the entrance hall with the merchants, up the steps and round the first wall and thru the next hall .. take the left side past the next wall and into the carpet looklike area .. take the first door on your left, pass thru this room over to the door on the other side .. open that and pass thru .. go to the other side of room and turn right, keeping the book case on ur left .. there you'll find Tarn and a bard Justin Rhymes for bard songs ..

    Don't forget that we are enchanters blessed with the invaluable lull spell. If at higher level (i am only 9) there is an AE lull spell, why not use that on the frogloks around the priest? Just my 2cp

    Lull, and the higher AoE spell (which by the way is not in the Lull line of spells but in the Mesmerize line) are death traps. They get resisted more often then not and are very unreliable in the duration the spells last. Best bet is to get some high level friends to help you out.

    LOL, Mesmerization is our best spell. It has a very reliable duration (try Root for a change) and if cast approx every 20 seconds (to allow a second casting if any resist) you'll find it a dream. Any enc that doesn't use this spell is going to seriously upset their group. Should be obvious, but thought I'd better point it out :)

    Don't get confused. After the two stages of enchantment the stone is called a Glowing Glamor stone, not what it says above.

    Just thought I would drop by and tell my experience in doing this quest for anyone out there wondering about how its done.

    First of all, the Froglock Priest part was fairly easy for my group. We were around level 28 I believe (Warrior, Monk, Cleric, Enchanter). When you pull the room everything will come, but just use normal crowd control techniques and you should be fine. However, if your group cant kill shin knights (lvl 30) dont plan on doing the room. We were lucky and he had the wand the first time we pulled the room. Just get a good map which can be found at EQAtlas and the wand should be no problem...unless you are trying to solo the spot then you are in for trouble.

    Second, we did shadowmen in lavastorm. Shadowmen can be extremely nasty but we had a fairly easy time when we were all lvl 30. I have seen the stone drop in lavastorm and in south karana (there were rumors that only certain quest pieces drop in certain zones). Shadowmen spawns are very weird because they can pop anywhere from 3 to 6 at a time. We were lucky again and there were only 3 the first time and the stone dropped.

    All in all I was extremely lucky with this quest. The result is a very nice wand which I will use indefinitely.

    Yes, this item is dropped occassionally by Shadowmen, so you have to kill them. I usually hit the camp in the SW corner of the West Common zone.
    Froglok Priest Info

    The Froglok Priest is located in Upper Guk at loc 1100 by 300. He is in a temple area that contains a total of 5 Frogloks (Priest included) with two wanderers that come through periodically.
    Two of the Frogloks are in small alcoves on the east and west side of the room. They will be either Shin Knights or Tsu Shamen. The remaining three will be in the center which is sunked in and has a small poor of water (it looks like an alter of some sort). The three that spawn here are a Vis Shaman, Shin Shaman and the Priest. The Priest spawns in the west position. Spawns times on these guys is 16 minutes (give or take a minute). The Priest is in his high 20's and will cast a wrath spell that does pretty good damage and will interrupt your casters. Also, make sure they don't run or you're in trouble. The Priest does spawn every time, but he doesn't always have the rod. I'd guestimate 1 in 4 times.

    It's an Effect, not a Proc. You right click it for a manaless Alliance spell. I've used it for vendors and quests. Not a real large effect, as it's lvl8, but sometimes that's all I need. Not a real fine Effect, but the Chr is a dream.

    A crude stein gives you +15 CHA and a small HP bonus (via the STA bonus). So why bother with this item? You aren't planning to melee are you? LoL. The only reason I could think for getting this would be to twink a level 5 enchanter.

    I tell ya why, you this in your primary hand, with a crude stein, plus some golden Cat's Eye braclets, any additional +cha items and your Sympathetic Aura, and KABLAM!!! You should have around 150 cha easy. That includes average +cha items you would have. Now go do your JC :)

    This quest is very easy if you know what u are doing... follow the easy directions and mezzing with the crude stein and Rod is almost never resisted for me. I like this quest and the item. =)

    Well, it's a blunt weapon 6/30. Not that I melee much, but it's a primary hand item with Chr+12. The Chr of course is to improve our Mez ability. This item is good with the Crude Stein (secondary hand only, Chr+10) The effect is our low level faction spell aliance, but it saves me time and mana to mem if all i need is a small faction change. For the bigger efforts I'll still need Benevolence or Colaborate. at the cost of some camp time and 100gp I think it's well worth it to the enchanter that goes through the effort.

    At level 40, this is an easy pluck and kill. You can tell when the Preist has the Rod as you will see it equiped on him. Easy pluck if you're not KoS, it gets a little more chalenging if your KoS as the silly green con Shaman all want to heal this guy.

    I got this around 30th level. I still use it at 50th. The charisma bonus is great and I've even managed to kill a few nice mobs ******** around. Magi Rokyl being my favorite. 8) Yeah I know I shouldnt be meleeing but it was fun.

    A word about getting the rod off the priest. Helped my friend get this at lvl 29. The priest sits with 2 shamans, both blue at 29, as well as a shin knight (yellow) and another shaman (blue), and sometimes a pair of wanderers show up as well. Only way we pulled it off was by having 2 enchanters area mez while I burned the priest (I'm a wizard). We ended up doing this 8 times so both enchanters could get the item. If he doesnt hold it in his hand, he doesnt have the item.

    In your 20's this is not easy.
    If you will, imagine a room where the Boss frog is a Cleric, with a bunch of Shamen for friends. There is a nasty habit of mass healing going on if the mobs are not all soundly sent to bed early ! In addition the Shin knight is just that bit tougher and has a habit of resisting just when you dont what him to !
    This is one where you may want to ask for a little help from some higher levels in the zone - either that or have at more than 3 high 20s in your party & hope those Mezs stick

    Actually, if I may, if you get down in the pit with the three and do not allow ANY runners or movemnent up the steps (including you) you can just deal with the three. If the priest has the rod, he'll be visibly holding it.

    Hello, My level 16 enchantress got this item through relentless twinking, but cant use the effect of Alliance yet(when rightclicking sais you are too low level too use this item). Anyone know at what level it can be used?

    I have one of these on my lvl 27 enchanter on Rallos Zek, it WILL NOT proc.
    Im not even sure what lvl it procs at now, nor do i really care, lol.
    Thats about it, hopefully its useful to someone at some point :)

    Sir,

    Charisma does not effect the length of a mezz. The length is preset, with the first mezz lasting about 12 seconds, enthrall around 48, then 72 and so on and so forth. AE mezz lasts around 24 seconds.

    Charisma does, however, effect the length of charms, prevents resists on both charm, mezz, and it's speculated, other spells.

    Just a little FYI for you. If you doubt me, go mezz yourself and time it, you'll see.

    Mezzing yourself and mezzing npcs are two TOTALLY unrelated things! First off, if your charisma is lousy, mezzes WON'T stick to duration standards because the save the mob has to roll would have an easier time to break out of it. Low charisma equals shorter and more resisted mezzes.

    Don't ferget, bards have bargain basement mezzes too, that person could have been a minstrel.

    You are obviously unaware of other classes, Classless!

    You know for all this silly talk about CHA... Honestly at level 40 almost 41 I have yet to see what any CHA really does. My chantress has been around 107 CHA forever and I've done quite alot of both underground and outdoors hunting. Never have I had any great difficulty in Mez'n, Charming, or <insert spell name here>. I would like to see scientific or real stats to back the claim CHA has all the great an influence on enchanter spells. The one thing I know that overall effects spells for ANY class is simply level difference. Other than that I can se a reason to buff my CHA all the way to 200+. Maybe things will change when I go planes capiable but until then stick to the INT/AC/HPs gear.

    I got the Stone from the Shadowed Man and gave it to Cynthia, got no BN faction? I did get it enchanted though. I then gave it to Tarn and he just says he won't "Aid a being like me!", or something like that, twice for the money and for the gem?? Any ideas? Could the quest have changed some? I am apprehensive to the BN faction, but Cynthia didn't mind? Why Tarn such a .. Any other ideas on increasing BN faction?

    If you look at the stats and the damage/delay ratios, you'll see that the stats are indeed different. Insidious is +12 Charisma with effect of Alliance. The Incandescent Wand has other stats I can't remember. Insidious is great if you're a mezzer. Just my 2 cp's about this item.
