He needs a golden rod (from a froglok priest in guk) and an enchanted shining stone. The enchanted shining stone is made from a shining stone from shadow men, take that stone to Cynthia, a gypsie in the rathe mountains and give it and 50gp to get it enchanted. Then go to Highkeep and get the stone transmuted by Tarn Visilin in the library for another 50 gp. The two steps for getting the stone each raise faction with beta neutral and can be done separately from the rest of the quest for those who just need a faction boost.

You say, 'Hail, Sultin'

Sultin says 'I am Sultin - keeper of the three [incandescent]s of power and the [rod] of Insidious Glamour. If you are an enchanter, perhaps we can deal.'

You say, 'rod'

Sultin says 'I am keeper of the rod of Insidious Glamour, a device of guile and deceit. The rod will increase the charisma of whoever holds it. Are you [interested] in obtaining the [rod]?'

No matter what combination I tried, he wouldn't respond to anything but the trigger word rod which would repeat the above line.

Here is what he's supposed to say.

Sultin says, 'If I am to give you this rod, you must bring me the parts to make another. I will need the Golden Rod from the froglok priest in Guk, as well as a Shining Stone from our mortal enemies, the Shadowed Men. Once you have obtained the Shining Stone, you will need to get it enchanted. Cynthia of the Rathe Mountain Gypsy Clan will enchant the Shining Stone for you - give it to her with 50 golden coins. When the Stone is fully enchanted, bring it and the rod to me and I will give you a Rod of Insidious Glamour.'

  • 1. Retrieve a golden rod. (Upper Guk)

Head to Upper Guk and kill a froglok priest. Loot Golden Rod.

  • 2. Retrieve a Shining Stone from Shadow Men (Various Zones)

Find some Shadow Men in Lesser Faydark, Neriak Forest, Commonlands or South Karana. Kill and loot Shining Stone.

  • 3. Give Shining Stone to Cynthia in Mountains of Rathe. (Mountains of Rathe)

Give the Shining Stone (Enchanted Lapis Lazuli) and 50 gold or 5 platinum to her and she will enchant it. She gives you Glamour Stone.

Receive Glamour Stone [Twice Enchanted Lapis Lazuli]

  • 4. Transmute the stone in High Keep. (High Keep)

Give Tarn Visilin the Glamour Stone and 50 gold or 5 platinum. He gives you Glowing Glamour Stone.

Tarn Visilin says, 'Your glamour stone has been fully enchanted. Take it and the golden rod back to the temple of Ro.'

Receive Glowing Glamour Stone [Thrice Enchanted Lapis Lazuli].

  • 5. Bring the Golden Rod and Glowing Glamour Stone back to Sultin. (Temple of Solusek Ro)

Sultin says 'Well done, adventurer. You have kept your part of the bargain, so I keep mine. Here is your rod.'

You receive a Rod of Insidious Glamour.

Your faction standing with Temple of Sol Ro has been adjusted by +5.
Your faction standing with Shadowed Men has been adjusted by -1.
    You gain experience!!

    Some notes:
The golden rod does not drop every time. (I had to kill the priest three times).
The shining stone seemed to be rare. I killed about 20 shadowed men before it dropped.
Tarn Visilin will take 5pp to enchant the stone (as opposed to 50gp).

You're supposed to be able to say 'I am interested in the rod' to Sultin, but his keyword handling is currently broken and Sultin does not give the right response. Here is what his response would be:

Sultin says, 'If I am to give you this rod, you must bring me the parts to make another. I will need the Golden Rod from the froglok priest in Guk, as well as a Shining Stone from our mortal enemies, the Shadowed Men. Once you have obtained the Shining Stone, you will need to get it enchanted. Cynthia of the Rathe Mountain Gypsy Clan will enchant the Shining Stone for you - give it to her with 50 golden coins. When the Stone is fully enchanted, bring it and the rod to me and I will give you a Rod of Insidious Glamour.'
    ----------------------
Give the Shining Stone [Enchanted Lapis Lazuli] and 5 platinum to Cynthia in The Rathe Mountains.

Cynthia says, 'I have enchanted your shining stone. To get it further enchanted, take this stone to Tarn Visilin in High Keep. Tip him 50 golden coins and he will work his magic.'

Receive Glamour Stone [Twice Enchanted Lapis Lazuli].
    ----------------------
Give the Glamour Stone and 5 platinum to Tarn Visilin in High Keep.

Tarn Visilin says, 'Your glamour stone has been fully enchanted. Take it and the golden rod back to the temple of Ro.'

Receive Glowing Glamour Stone [Thrice Enchanted Lapis Lazuli].

I got the stone finally of Shadowedmen in CL. Don't think there is a difference on where it drops but it was pretty rare. I killed a lot of shadowed men.

[Sultin did not respond to me, even after I tried variations such as 'I am interested', and 'I am interested in obtaining the rod'. Maybe because I wasn't an enchanter? I was at amiable faction. I gave him the components anyway, and:]

Neither of the stone turn-ins (to Cynthia and Tarn Visilin) gave me Beta Neutral or any other faction modifier. They will both accept 5 platinum instead of 50 gold.

Does the shining stone drop on Progression servers? I've killed a ton of shadowed men so it's definitely not common. I did get the drop for the incandescent gloves, and a couple shadowed rapiers for the JBoots quest, but no shining stone.

To answer my own question, I did get this drop off a shadowed man in Innothule swamp. I'm not sure if the zone matters, my previous camping was done in Nektulos forest.

she didnt eat the stone shes just waiting for the right amount of cash.

Just got one today. I tried to use it from inventory and it said "This item CANNOT be used by your race/class or diety".

    (edit)
I got it with my 41 Ranger, not the chanter on my sig lol.

Can this be clicked from inventory?
    # Apr 02 2003 at 5:09 PM Rating: Decent
Is this effect able to clicked from the inventory? And if so, is it possible for other classes to use it then? It would incredibly helpfull if it acted like an amulet of necropotence...
how I did the frog LOL

cast benevolence or whatever faction spell you have at your enchanter level. This should make you friendlier to them. Con the 2 gaurds outside and see what they con. You have to be about dubious to walk around untouched.
Zone inside. Since faction spells only work until you zone, you will have to recast faction spell on the first frog you see once inside. This should give you the same faction for ALL frogs inside. Con him again to see the faction change.
Go to priests room. He will be surrounded by several other spawns, including casters (shamans).
I cast "pacify" my level 39 spell for aggro reduction on everything in the room, one at a time, as fast as i could get them. I counted 8 spawns when I was in there. Also, make a pet in the hallway leading into the priest room "just incase", before you cast pacify, or whatever level non-aggro spell you have. Then, I pulled the priest right out of the middle up to me with suffocate, and let my pet pound him. I nuked him once and killed him. Ive seen the priest killed 3 times including my kill, and every time he had the rod. The other 7 spawns in the room never even flinched while I creamed the priest right in front of them LOL.
#REDACTED, Posted: Oct 25 2002 at 12:47 AM, Rating: Sub-Default, (Expand Post) I have one of these on my Enchanter High Elf, I just walk through Felwithe all the time and I always get stopped by some female High Elf marveling at how incredible it is as she would stroke it up and down, keep saying how incredibly amazing it is. Then I say "Hey, get your hands out of my robe."

One small update on the faction hits for this quest.

The old "beta neutral" faction boosts for the two steps used for getting the stone enchanted don't happen anymore.

There are, however, two faction adjustments at the completion of the quest:

Faction with Temple of Sol Ro gets better.
Faction with Shadowed Men gets worse.

These are in addition to the faction hits for killing the mobs along the way, of course.

    :)

You can handle the priest room without too much problems with just a 35+ SK. First, pull the two boys on the far walls and pray they both aren't shammys (they'll heal each other).

Bind, rest and med, then pull the priest - you'll probobly pull a freind or two with him but just focus on the preist and then FD if you don't think you can handle the others.

Next, either camp out or /q out and then log in your chanter whom you've already camped invis to the spot you were pulling to. If the chanter never wasted a frog before, you'll be dubious and can loot and walk out, otherwise, simply gate.

Same process with the shadow men - I found the shadow man camp in the swamp to be most productive.

As a side note though, they nerfed his drop rate - I've only been seeing the frog holding the rod about one in three kills now.
    The Froglok Priest
    # Jun 22 2002 at 8:54 AM Rating: Decent
There are three ways the kill the Preist. First: Be above lvl40(therefore making this fight very easy). Second: Get a group of 4-6 Lvl's 30-35. Or third: Be from 30-35 with a paladin who is also and you will own this room. The enchanter Pally combination is unstoppable and it would really be helpful here because at least on my server I have trouble finding more than 2 people that can help to help me kill the priest.

You may require faction of at least indifferently to do this quest. Or when Sultin talks to you. Turning in the items when Sultin does not talk to you will result in him eating or keeping the items without rewarding you the rod. Hope this helps.

I just finished this quest last night. As a lvl 40 enchanter without my newest pet spell, this quest seem to be pretty easy but still fun. I did the Froglok Priest part with the help of a few guildmates a few levels back after reading about multiple adds and such involved with the froggies. To be honest, if you tackle the two higher cons first, you shouldn't run into the problem with 8 froggies all on you at once. The Froglok Priest dropped the rod on the first kill. That part took us a total of about 10 minutes. The remainder of the quest I did solo.

I chose to kill the Shadowed Men in SK because of the ease to get to Rathe Mtns and back up to HHK without the need of a druid or wizzy for porting. All the Shodowed Men conned green to me and would not agro when approached. Pulling one at a time was very easy even with the high taunt spell, Tash. Buffing the pet with Shade, Celerity and Rampage let the pet just tank all night long. The Shadowed Men run extremly fast and when they turn to run, they turn east. Be sure to pull them to the east of their little encampment so they don't all agro after retreating back through the pack. Only once did I make this mistake and had to gate out. The casters are healers and like to nuke as well. Be sure to have a stun spell available for when they start to heal themselves. This took about 3 hours to finally get the shining stone to drop.

SK is a great lowbie zone and for the enchanters out there that are starting their jewelcrafting skills, this is a great zone to pick to fight Shadowed Men. While I was there, I made 4 sales while I was low on mana and medding. The Aviak Tree and Split Paw are very close by and make good places to meet. Accept gold pieces as a form of payment since you're gonna need 50gp for the gypsy in Rathe Mtns and another 50gp for the guy in HHK. The Shadowed Men also drop a bit of pp and gp. My big loot was about 4pp I think.

The gypsy in Rathe Mtns is very easy to find. When coming out of Lake Rathe and into Rathe Mtns, follow the left wall until you can see a gypsy camp. She is right there. When you Hail her, she doesn't say much =P Just give her the stone and 50gp. The stone is no longer NO RENT now and the quest could be finished later. I chose to continue to HHK 'cause I've been wanting this for a while.

The guy you're looking for in HHK is the same person you buy enchanter pet spells from. How convient =) I picked up my new pet spell while I was here as well as my next two to save me from running all the way the heck back up there.

Getting to Temple of Solusek Ro from HHK is a long run and includes running through Kithicor Forest. If you choose to do this, be sure you're not running through at night. The undead are not the friendliest beings in Norrath. I would suggest trying to find a port to either Tox or Lavastorm. Since I'm bound in the Nexus, I just gated there and /auction'd for a port. Unfortunetly, there was no one in the Nexus available for a port, so I went to GD and got one from there. GFay I'm sure would've been just as convenient to find a port, but I like Thurgadin much better as a city =P

Check the map on http://www.eqatlas.com for Temple of Solusek Ro for the location of the the NPC for the Rod of Insidious Glamour. He was pretty deep into the temple, but easy to find with a map.

Since the release of Luclin, I've had to use my Alliance line of spells much more frequently. I haven't had to do the Shadowhaven Traders quest since casting Alliance or Benevolence on most NPCs in Shadowhaven allow me to trade with them. Except for those darn bankers near the swimming pool =P The rod is a great way to free up yet another spell block and the charisma I get from it is pretty good. Not quite as much as a Crude Stein, but the combination of having a weapon in hand all the time, Alliance at the click of a button and +12 charisma on me, I'm willing to sacrifice the 3 charisma and 10 stamina.

For the gloves, you need a glove from the lizardman radiant and one from the shadow men.

For the gloves, you need a glove off the frog scryer or the skeletal monk and 3 runes.
