When you enter the study hall in the arcane tower in West Freeport for the wizard update (-185, -940, 20, near the entrance to Arcstone), the expedition for "The Arcane Fair" pops up and you can accept or decline. It seems to only work after you've request the epic ornament quest. But upon accepting you get assigned a 6-person expedition called The Arcane Fair. After accepting you will zone in to the instanced within a few seconds, right outside of West Freeport's gates.

The first thing you will notice is that you are in the merchant camp just outside the gates and there are a line of colorful flags. Upon following the flags they will lead you in to the city and up to the fair, all buildings are locked and guards tell you they're closed until the fair is over, aside from one door which says: The exhibition hall will be opened soon. In the area with the exhibition hall, there are a series of people called fairgoers gathered around various events.

The events consist of a footrace hosted by Belgrad Aysarg (Footrace Officiator). Upon saying "bet" you can be assigned one of 3 different footraces. After assigned you can bid on 4 different racers: Kerrias, the longest pathing in the race; the Carefree Courier, the 2nd longest pathing; the Armored Waddler, the 2nd shortest pathing; and the Viridian Sprinter, the shortest pathing. Depending on how you bet, you receive a certain number of Bronze Points (which look similar to Lucky Coppers) that can be used for prizes. If your racer is 1st - 4 pts, 2nd - 3 pts, 3rd - 2 pts, 4th - 1 pt.

Aside from this event was a timed fight with a clockwork robot named Selif, who gets progressively harder each round. The harder fights may be level-modified somewhat, but as a level 95 toon, the robot was based off the level relative to an 88 warrior when he ran the event. All events seem to have a 8-9 hour lockout timer. The robot has to be beat to 15% each round though (however you can). At the end of each round you can "continue" or "decline." You begin the event by saying "ready" after Hailing.

There seems to be a fireworks show. A gnome named: Kandin Firepot has the ability to show the fireworks but he keeps saying: After the debate and mentioning finding a golem, not sure if it's an indication you must find the golem to see the fireworks or not. Also within the zone are a handful of vendors: Chirmol the Smith, William Maise, Hurrd Poshunz, Tessa, Corram MulHanney, Pendrik Verdantleaf.

Finally, the prize guy is standing very close to Kandin Firepot named Krelnek Robstein. You can say "preview" to view all prizes, and their cost, or say prize to claim a prize (which you say the name of to him, after he lists them). The prizes from most expensive to least are: Comfortable Cloth Shirt - 100 points, A Timeless Idol - 33 points, A Confusing Compass - 11 points, Nadia's Crossbow - 11 points, Kerrias Figurine - 11 points, Old Man's Lunch - 1 point. The Old Man's Lunch is an actual meal, the compass has a chance of not pointing the right direction, the Idol, Statue, and Crossbow are apparently just decorations, and the shirt appears to be for fashion only.

This is just a placeholder for now. We need all other details about this: quest items, quest rewards, quest mobs, dialogues, mini-game details, additional prize costs, etc.

Was the entire reason for this existing just to reference Chrono Trigger?

Fighting him to round 15 (red to 100 but still hits for less than 500... when he does hit) awards 15 bronze points.

This thing plays music when you R-Click it. Never really put the effort into finding out what the music is from or if its new just for this. But its there

Kandin Firepot is apropos to this event and to understand his presence, the golem, and the fireworks, you must have done the Wizard Epic 1.0 really - he's the reason you need to go to "The Broken Golem" in Plane of Fear which you fix and attacks you.

The fireworks is a reference that in the future - he will be mentally impaired because of fireworks gone awry. It's highly unlikely they'd let us view this as it'd be a distraction at best and to continue the lore in that way would almost certainly require more lore in this area of the fair.
