UPDATE:
The Shards came as part of a "pack" or "package" from LoN, along with another item.

This is a list of loot that can be gained through Legends of Norrath: Dragonbrood - The Anarchs. To access unopened packs, click the EQ button while in game, and then click "Legends of Norrath" and "Play". This should log you into the LON UI. From there, go to the "Collection Manager". In this window are three tabs: Packs, Loot, and Cards. Legends of Norrath packs are available in the Marketplace for 300 Station Cash per pack or 10,000 Station Cash for 36 packs. If you are a Gold subscriber, your account receives five free packs per month (to take advantage of this, you have to actually log in to Legends of Norrath in the calendar month). You can redeem these freebies through the "Loot" tab: Right-click, "Redeem", choose the LON expansion you want, choose the number of packs you want to redeem, then confirm it. Those packs will then appear in the "Packs" tab where you can open them up (15 cards per pack, usually including one loot item, but not always). Once a pack is opened, any loot cards from that pack will automatically appear in the "Loot" tab. From there, it can be redeemed as a claimable item (open the claim window by typing "/claim" in game). Note: You may need to "Refresh" the claim window to see the new item. The shards come from the wrapped paintings, animal crate and worn chest. You can also end up getting prizes that give the paintings, idol and baby red dragon and I don't think those give the shards. If I inspect the prizes in game there is nothing that shows that I get anything other than the paintings. Now I look at the prizes I do have and I am just confused at the rarity of all three that give the shards and how common the dragon paintings are. But it is weird that the 'quest' is missing.

This is from when the Legends of Norrath game still existed. The pricing referred to here was for packs of LoN game cards. These held 15 cards, one of which had the potential to be a loot card. Now they just sell random loot card prizes in the Marketplace with the pricing that you refer to. The current pricing is reflected here.
