RoF was a staggered release when it launched. T3 (Shadow + Chelsith) unlock is 4 days for 3 month servers and is 14 days for 6 month servers.

This task begins with the shadowed figure named Sister Fealcrest in Shard's Landing (this is the north-central portal: 970, -120, 1). You say, 'Hail, Sister Fealcrest' Sister Fealcrest's eyes flick up at you as you approach. Her vow of silence restricts her voice, but you both already know what must be done. Her Maiden's plane needs saving, and you'll need to [attune] yourself to accomplish it. You say, 'Attune?' A crystal shard hovers in the shadowy corner of the tent. You reach out to grab it and it floats into your hand. You have been assigned the task 'Plane of Shadow Portal Activation'. Activate the Dire Tuning Crystal 0/1 (Plane of Shadow) Enter the Plane of Shadow from its actual access point. This is at -210, -900, -43 in Vex Thal. Step out of the zone's entrance hallway and take an immediate left (south) where you'll see the purple shard. For your "vexthal.txt" map: P 897.2314, 209.9796, -43.9980, 0, 0, 0, 1, Plane_of_Shadow There, click on the crystal to zone in and right-click the Dire Tuning Crystal. Then return to Shard's Landing to complete the task. 48+ hours since RoF unlocked on Rizlona and the crystal isn't up in Vex Thal yet.
/uptime says the zone has been running for 7 days, so guessing this one (and The Grey, not sure about others) aren't coded to repop on RoF unlock unfortunately.

You don't turn to the crystal south of you, you go east to the ring and activate the Dire Tuning Crystal there. Just tested.
