if i member correctly you have to get in good with there family in WK maybe NK. anyway just wack some bandits that will raise your faction

I you started in surefall glade then you should be fine for this, otherwise dont come all the way to qeynos for this stuff there are better quests than this one, and if you have money merchants are an option

i know it would be pretty easy to go up to the guy and just ask about the quest... but i'm lazy...
so why type of hides and amount of money are we talking about?

i heard if you give them the money and the pelt he makes it for you but if you want the money back just kill them and he'll have what money on him you just gave him... of course thats just what i have heard....

That is incorrect. NPCs destroy any money that you ever give them. People that want to help newbies by planting money on low level mobs for the newbies to find are in effect just destroying the money.

There may be a faction requrement for this. I gave Baobob what he asked for to make the boots and he gladly took what I handed him but didn't give me any armor in return. Rather he brings up that I need to help some friends of his in the plains of Karana first. He mentioned that when I asked him about the cloak, but not the boots or the belt...so buyer beware.

How much gold Should I give him?
...except that a bear hide cloak takes a high quality bear skin and on most servers a tailor will buy one of those for 20pp so in essence you lose 1ac but potentially gain 20pp by getting a wolfhide cloak.
HQ bear skins are not a rare drop, at least not in EC, after 3 days of hunting there i found almost a stack of HQ bear skins. I'm collecting them in the bank, just for be sure that i have some when someone likes to buy it:)
