Confirmed. After charming 3 coldain or kromrif "soldier" mobs we got this achievement. Once the soldier mobs were charmed they said, "A coldain soldier shouts, 'I have not forgotten who my real enemy is, A Kromrif guard!'" and then they ran off.
Note: The achievement wasn't auto granted once we had charmed 3 soldiers but after killing Zeixshi-Kar.

No clue how to accomplish this achievement. There seems to be no way within the quest to charm the NPC's. The Coldain's and Kromrif's drop "Shard Dust" which was probably meant to be used to charm them, but was never implemented. At this time, unless you are a playing class that can charm, this is not completable.
To Free Three three "Soldiers" must be Charmed.
Either a kromrif soldier or an coldain soldier.
It's releases them from their original charm. They cannot
actually be charmed by a player it just releases them.
