This is the second of two tasks that lead to the reward, "Refurbished Puppet" (which is thought to be a final reward, but this is not confirmed).
In order to request this task, you must first have completed "The Long Lost Puppet". You say, 'Hail, Galdamil' Galdamil pauses a moment to collect himself before speaking, 'I am sorry you had to witness my emotional outburst, _____. I should thank you for finding out that Gilda is a no-good, two-timing, puppet-loving...' The heartbroken gnome stops himself. 'Enough of the name calling. You did as I asked, nothing more. You should be rewarded for your efforts, so I will be willing to help restore this worthless puppet if you can find some [spare parts].' You say, 'Spare parts?' Galdamil taps a finger against his chin while thinking. 'I'll need the soul of someone crazed, a small and simple brain, and some puppet strings. Once I have all the items, I can begin to restore Gilda's puppet. You have been assigned the task 'Puppet Restoration'. Deliver a Halfling Soul to Galdamil 0/1 (Evantil, The Vile Oak) This is a reward from the task "Suspiciously Sweet Treats" in Morell's Castle. Note that in order to get into Morell's Castle, you will need to have completed House of Thule progression up to the point where the zone is unlocked. In order to unlock the zone, you need to have completed the bolded group tasks listed in this wiki article. Deliver a Halfling Brain to Galdamil 0/1 (Evantil, The Vile Oak) This is a reward from the task "Operation" in Chapterhouse of the Fallen. Note that in order to request this task, you will need to have completed the first partisan for Chapterhouse, Infiltrating the Burning Dead. Deliver Puppet Strings to Galdamil 0/1 (Evantil, The Vile Oak) This drops from the final named encountered in the Evantil mercenary task "Wood You Help Me?". There are no pre-requisites for requesting this task. Galdamil works quickly, taking the halfling parts and attaching them to the ruined puppet. With a stern face he begins to sew on the strings, giving each a quick tug to ensure they won't come loose. When complete, Galdamil dangles the finished product far away from his face. 'Here. She's all yours! I hope you enjoy your refurbished puppet.'
No xp on this one. Puppet is the reward. Seems to be the best hp/mana familiar obtainable in-game outside of LoN/SC stuff (beats claimable Sokokar and SoD Ogre doll at least). It uses the female halfling Rivervale merchant model. Thus it will be a Classic style Halfling no matter if you have Luclin halflings on or not. It periodically will FD when not moving, with the message "Your halfling puppet falls to the ground." As of a recent patch, which also added stats to the puppet, the puppet is now also placeable in houses, yards, guild halls and guild yards.
