At the end of the quest "Bottle of Red Wine"...

Lokar To`Biath says 'Ah, yes, let me pray to our god.. Yes, Innoruuk has given me wisdom. A Scribe of Dal still exists, disguised as a barkeep in the Blind Fish. This information will not help you though, for she has sworn a [vow] of silence and will not speak of the Dal.'

You say, 'who is innoruuk?'

Lokar To`Biath says 'I am his scribe, and He is our god. There is nothing else to be said.'

You say, 'what vow?'

Lokar To`Biath says 'Break the vow? She might. Were you to tithe 70 gold to your god, Innoruuk, he might aid you.'

Bring me the head of my brother and return to me this note. In return, I shall give you the book of Turmoil, one of the books in the Tome of Ages. If you need any other of these books restored, I will do so for 1000 platinum

It came to pass some years later that a small group of Erudites discovered the lost art of Necromancy. They were branded heretics and great conflict arose. For the first time in several hundred years, the Erudites fought. They engaged in a civil war not entirely dissimilar to that which they had loathed and fled back on the mainland. But there was one very significant difference - they did not use swords and bows, but rather magic, and the result was terrible. Lives by the hundreds were lost, great buildings and structures destroyed, and eventually the heretics were forced to flee Erudin, to hide and regroup in the southern regions of Odus. In one final battle, great mystic energies were released and an immense hole leading to unknown depths beneath the earth was created. Into the sides of this chasm the heretics built their own city which they called Paineel. And while both sides still seethed with anger and hatred toward one another, their fear of what the last battle had wrought has kept any further conflict at bay.

Thus began the Age of Turmoil.

These faction hits are correct for all the steps. I see no need to add my logs. I am chasing down holes in the paladin epic walk through. Not really finding any information other than the Oracle of K'Arnon mentioning the scribes of Dal and Lokar To'Biath. Still looking for a source outside Neriak where a Paladin would find themselves heading there to find a Scribe of Dal to get the book of scale for the Fiery Avenger quest. By source outside of Neriak I don't mean Rineval Taylas. The Oracle of K'Arnon may be the only lead but it is vague since the Dal would be the wood elves, high elves and dark elves.

** As part of the (mostly unimplemented) Tome of Ages quest (
https://everquest.allakhazam.com/db/quest.html?quest=65 ), you find the Oracle of
K'arnon saying the following lines:

You say, 'What is the Tome of Ages?'
Oracle of K`Arnon says 'The Tome of Ages has been compiled over the millennia by
the Scribes of [Dal]. It was divided into seven distinct books by the scribes to
keep the knowledge from one such as me. That said, with aid, I shall unite these
books and the Tome of Ages shall be mine.
You say, 'What about the Dal?'
Oracle of K`Arnon says 'They were elves once, but now are Teir'Dal, and as evil
as they are wise. Many tomes have they written, but none greater than the Tome
of Ages.
You say, 'What about the Book of Ages?'
Oracle of K`Arnon says 'The seven Books that make up the Tome of Ages are those
of Enlightenment, Scale, Turmoil, Monuments, Elders, Blood, and the Lost Book.
Each of these great books is an important chapter in the history of Norrath. If
ever you find one of these books, bring it to me.
You say, 'What about the Book of Turmoil?'
Oracle of K`Arnon says 'Ah, yes! The Book of Turmoil. I seek this book, and
should you find it and return it to me, I will reward you with secret knowledge.

** Your clue here is that the Scribes of Dal are now Tier'Dal, or dark elves.
If you head to Neriak and ask about some of these key words, you get an
interesting response from one. Find Lokar To`biath in the library of the 3rd
Gate at +895, -1245.

You say, 'I seek a scribe of Dal.'
Lokar To`Biath says 'The Scribes of Dal? All of them are long since [dead].. or
at least most would say that.'
You say, 'Are they all dead?'
Lokar To`Biath says 'Perhaps, perhaps not. I cannot remember, but perhaps
Innoruuk would help me remember should you tithe him a bottle of red wine from
the Blind Fish.'

** Give him a bottle of red wine. It can be "Red Wine" from anywhere; it
doesn't have to be specifically from the Blind Fish.

Lokar To`Biath says 'Ah, yes, let me pray to our god.. Yes, Innoruuk has given
me wisdom. A Scribe of Dal still exists, disguised as a barkeep in the Blind
Fish. This information will not help you though, for she has sworn a [vow] of
silence and will not speak of the Dal.'
Your faction standing with Dark Bargainers could not possibly get any better.
Your faction standing with Dreadguard Outer got better.
Your faction standing with Dreadguard Inner got better.
You gain experience!!

You say, 'What about the vow?'
Lokar To`Biath says 'Break the vow? She might. Were you to tithe 70 gold to
your god, Innoruuk, he might aid you.'

** Give him 7pp, or 70gp, or 700sp, or 7000cp -- all work. Any combination that
adds up to 7pp works fine.

Lokar To`Biath says 'Take this note to the Scribe of Dal, and perhaps she will
break her vow.'
Your faction standing with Dark Bargainers could not possibly get any better.
Your faction standing with Dreadguard Outer got better.
Your faction standing with Dreadguard Inner got better.
You gain experience!!

** You get a note. It reads:

Rysva, I urge you to break your vow of silence and renounce the dead D'al! Join
those who follow Innoruuk, and do his will! Innoruuk shall crush those who do
not follow him, but if you aid this person and give him that which he seeks, I
am sure you will be forgiven and might then join me! - your brother, Lokar.

You say, 'Hail, Rysva To`Biath'
Rysva To`Biath says 'Hello. Let me know if I can get you a drink.'

** Give her the note.

Rysva To`Biath says 'Take this note and be gone with you.'
Your faction standing with Dark Bargainers could not possibly get any better.
Your faction standing with Dreadguard Outer got better.
Your faction standing with Dreadguard Inner got better.
You gain experience!!

** The note reads:

I will not break my vow of silence, so I give you this note that you might read
it. I will give you that which you seek, the Book of Turmoil, but first you must
slay my brother, for he has revealed who I truly am. I will never follow
Innoruuk, and am forever a Scribe of D'al. Bring me the head of my brother and
return to me this note. In return, I shall give you the book of Turmoil, one of
the books in the Tome of Ages. If you need any other of these books restored, I
will do so for 1000 platinum.

** Return and kill her brother, then loot his "Dark Elf Decapitated Head".

Lokar To`Biath says 'Come and feel the blade of the Dark Bargainers.'
You have slain Lokar To`Biath!
Your faction standing with Dark Bargainers got worse.
Your faction standing with Dreadguard Outer got worse.
Your faction standing with Dreadguard Inner got worse.
Lokar To`Biath's corpse says 'The death of a Dark Bargainer never goes unnoticed!'

** Go back to Rysva and hand her both the note she gave you and the head.

Rysva To`Biath says 'Take this book and be gone with you.'
Your faction standing with Dark Bargainers got better.
Your faction standing with Dreadguard Outer got better.
Your faction standing with Dreadguard Inner got better.
You gain experience!!

** You receive the Book of Turmoil. The text is as follows:

It came to pass some years later that a small group of Erudites discovered the
lost art of Necromancy. They were branded heretics and great conflict arose. For
the first time in several hundred years, the Erudites fought. They engaged in a
civil war not entirely dissimilar to that which they had loathed and fled back
on the mainland. But there was one very significant difference - they did not
use swords and bows, but rather magic, and the result was terrible. Lives by the
hundreds were lost, great buildings and structures destroyed, and eventually the
heretics were forced to flee Erudin, to hide and regroup in the southern regions
of Odus. In one final battle, great mystic energies were released and an immense
hole leading to unknown depths beneath the earth was created. Into the sides of
this chasm the heretics built their own city which they called Paineel. And
while both sides still seethed with anger and hatred toward one another, their
fear of what the last battle had wrought has kept any further conflict at bay.

Thus began the Age of Turmoil.

** Return with it to the Oracle in the Ocean of Tears.

Oracle of K`Arnon says 'Thank thee for this tome. Be sure to check back with me
later, as I might have another task for thee.'
Your faction standing with Oracle Of Karnon got better.
Your faction standing with Oracle Of Marud got worse.
You gain experience!!

** You receive a "Glowing Torch" in your inventory.

** Note to the editors: This quest also incorporates the so-called Bottle of Red
Wine quest ( https://everquest.allakhazam.com/db/quest.html?quest=159 ). It's
merely a substep of this overall quest. Also, the text of the note you get back
from Rysva mentions, "If you need any other of these books restored, I will do
so for 1000 platinum." This is in reference to the Paladin Fiery Avenger quest;
before Rineval Taylas was placed in Qeynos, paladins had to enter Neriak to find
Rysva and get her to combine the Torn, Burnt Book and the Torn, Frost-covered
Book into the Book of Scale.

First, in order to get the torch, you need to take the Book of Turmoil (which is what you get from handing in the head) to the Ocean of Tears to the Oracle of K'Arnon (http://eqbeastiary.allakhazam.com/search.shtml?id=3467). He will give you the torch and some faction adjustment.

If you are an evil character and wish to do the phylactery quest, this quest is a good way to get your faction into the good zone so that he will give you the phylactery quest (https://everquest.allakhazam.com/db/quest.html?quest=2652). Poor faction will result in the loss of your turn-ins, which can be costly.

It is part of the tome of Ages Quest that has nto been finshed Yet and it was started when EQ first released Years ago. What does a game programmer leaving the company have anything to do with some code not being finished? If it doesn't exist yet it was probably never meant to exist or they would have just ripped the whole quest out or put another one in it's place. Only a complete idiot of a company would leave unfinished code in a game.

Well, they could:

1) Spend a few days ripping out the quest (all the items, all the mobs, and since the quest is a few years old and the original designer is gone, means they would have to go research it all over again from scratch);

2) Spend a few days finishing up the quest, just for the pitifully few players left that actually do quests, much less quests from the Old World of all places;

3) Forget about it (since it's not hurting anything to be there) and spend time working on the next expansion which will make money for the company.

Red wine, any red wine, will work you can buy it in the Blind Fish or Felwithe or Erudin or brew it yourself he just wants red wine. Anyhow, if you know what he will say you don't even have to give him red wine just 70gp.

Once he gives you the note why waste your time running around, thats why you came to a spoiler site right? So give him 70gp to get his note then kick his **** right there on the spot! Now that wasn't too hard was it, don't forget to loot his head.

Next go to the blind fish and talk to the FEMALE bartender thats the girl downstairs behind the bar for anyone who is still lost. The guy upstairs has the same last name but Lokar never mentioned him and Rysva mentions the brother who betrayed her but you don't even know if he is her brother let alone if he betrayed her so leave him be he is a merchant and won't have a corpse anyhow. Hand her the note and she gives you a letter written in inkie that she wants back along with her brother's head.

Amazingly enough you read a spoiler site and you already have his head so turn right back around and hand her note back along with the head you looted from her brother and now you have the Book of Turmoil! WTF do I do with the Book of Turmoil you ask? Well you take it with you to East Freeport, you get on the boat, you take the boat INTO the Ocean of Tears and get off at the only stop which is the dock at Sisters of Erollisi island and then you swim straight out from the docks to an island full of goblins where the Oracle of K'Arnon is and give it to him for a glowing torch ala this quest http://everquest.AllaKhazam.com/db/quest.html?quest=65

answering the question on the guard thing. what i did was just pump lokar with 70gp until he was ally to me. then ran around checking guards in and out most of them are amiable or kind to me which leads to me to believe that alot of the guards work on different factions. why i dont know but verant works in mysterious ways. what bugs me though is that when i pumped lokar none of the merchants went passed indiffernt so maybe the red wine brings the merchants up while pumping lokar brings the guards up. i dont know you try yourself and see what ya think. im a dark elf so cant really talk for other races. just adding a suggestion )

the merchants in the library arent on the faction with the rest of the merchants in neraik. i think they're beta neutral not sure though. also also there are two guard factions. dread guard inner, and dread guard outer. there are a few people that look like guards but really arent. the two named guards in 3rd gate arent really guards. one is a shadow knight and the other is on the cleric faction. there is also this guy in forein quarters that stands at the bar. he's about lvl 10 and on warrior faction.

right so as anybody who has had the wit to read below YOU KILL LOKAR IN THE LIBRARY
but i did this last night and it's been changed so you must give him wine specifically bought from the blind fish
i'd done the red wine quest with stuff from FQ so i guess this is a new patch
also when i killed Loker immediately (and i mean right then) a troll sk spawned with pet and started attacking me
i didn't know what the hell was going on and ran to zone in case there were more coming my way, zoned back and had lost the aggro, the troll was still there and actually conned blue to a 26 human sk
lokar says his friends will avenge him so i guess the troll is his drinking buddy
anyway looted the head off lokar and returned it and the note to his sister to get the Book of Turmoil
now what the hell is it for?! lol
RE: kill lokar to'biath

You don't have to give him red wine from the Blind Fish. He doesn't know the difference. I helped a monk and a high elf get faction with him, the wine from maiden's fancy around the corner worked just as well.

The toll was probably Ratraz, he wanders in the area. Not too high level, and either he drops something or he's for a quest, I forget.

Lokar is a necro. He has a pet, who usually stands near Ratraz in the first floor of the Maiden's Fancy.

See what I'm getting at? Kill Lokar, aggro his pet, subsequently aggro Ratraz, possibly aggro a lot more than you'd intended.

And I believe the Tome of Ages quest is still broken, or extremely difficult to solve.

someone mentioned that their faction is too low and is unable to do the red wine quest. here is what you do. get an enchanter or someone that you can group with that has the ability to invis you. hand the wine to him , get invis then press trade
hand over wine, invis , press trade.. with invis i was able to sneak into third gate with my level 30 highelf cleric and ofcourse he was scowling but too green to attack me. it didnt take too many wines to get me to amiable (about a bag full)with him. i gave him about five more bags full to gain faction with the inner and outer guards (apprehensive with guards). be careful about wandering around neriak tho because youll still be scowling with some guilds. see you at the blind fish :) asnd oh yea i did this quest...you need to go back and kill Lokar
Getting it straight

I admit that i made one mistake myself. I gave Lokar ToBiath's sister the 70gp :). It didn't matter much, I had had to come back to commons to get the money so it was only some wasted money rather than journey. Oh... I made two mistakes. After killing Lokar I gave his head to her, but not the note she gave me. This note is a written explanation of what you must do to get the book of turmoil from her. She writes it in order to not break her vow. Marenkor, the other member of the family (how i don't know, possibly another brother - maybe the Dad?) upstairs in the blind fish is nothing to do with this.

Recap. Do the red wine quest (just where did they find out you had to say scribe of dal, anyway???). he mentions the vow. Then he wants 70gp - and blames the cost on Innoruuk - for which he gives you a note that you must give to his SISTER. If you don't know what a woman looks like its probably for the best you are locked in your room playing computer games. Read the note, and the book for that matter. I thought they were interesting... maybe it's as well i'm locked im my room playing computer games. sigh... Anyway, on handing her the note she gets mad that her brother (that's the robed twit who likes to get drunk in innoruuks name) spilled the beans about her and gives you a new note stating that you kill her brother and return with the head and the note you are in the process of reading and she will give you that which you seek. Pay attention to this. I read it and still failed to hand both in at once - but don't panic just hand the note over straight away if you forget. That which you seek is the book of turmoil (it seems she knows more about you than you do) which is part of the Tome of Ages quest. :)

If you pursue the links here you will learn more about this... but what i really want to know is who posted the ACTUAL quest description above that says kill Marenkor? Some swine trying to get newbies killed, methinks...

I hope that this has cleared up, and in doing so left no trace of, that which once was ailing you, so that you might see more clearly, without hinderance, the solution to that which has, without doubt, and most certainly, left you wondering... what the hell am I going on about?

Salvestrom of the House Majora, Shadowknight, 12th ring of the Second Greater Circle. The box that rocks.

Go on, you know I just wanted to see my name in print.

the brother she asks you to kill is not the bartender upstairs, it is the scribe in the wine quest (she said the brother that betrayed her, did any of you get the bartender to tell you about her? no you didn't)

The 15 is low. I tried as an 18 enchanter and the brother cons red red red. Maybe with a bunch of friends, but I can't even judge how hard he is when he's red.
Well here is my experience with this quest

I did the first part as intended talk with Lokar give him the wine etc. and then a very nice surprise happened in the Blind Fish. I tried to give her the not the bartended downstairs that is and go no request for a head just the note back and told to begone with me. So I being a Gnome sporting my Inky wear tossed an alliance on her and gave the note to her again and she coughed up the book, No head needed. So all told I dumped 20 red wines into Lokar and handed in the note to Rysva in the Blind Fish once without allience and once with allience and bingo the book of turmoil was mine no combat needed. *Shrug* Luck of the Green gnome I guess.

NPCs that have quests will sometimes remember if they were given some of the components to a quest so it's quite possible that someone had already turned in the head and as far as she was concerned, all she needed was the note.

Ok, I just read the posts here and had some questions. I had killed the troll (or ogre) in 3rd gate too many times before I was told about how to raise my faction with the dark bargainers. Now, I can't do the wine quest to raise it again. I was thinking of doing this quest, or trying to, but seen that someone said that the brother you kill is the guy that you do the wine quest with. Is this true? If so, won't it hurt your faction just to do this quest? Or, does anyone have any suggestions as to how I might be able to raise my faction again? I have also tried to do the great light stone quest to the merchants in the desert below Oasis of Marr, and it didn't work. They won't let me do anything. lol Would love any suggestions or hints. Thanks
Faction max for Guards?
# Feb 16 2001 at 6:07 PM Rating: Default
Anyone know if whatever faction maxes that apply to the red wine quest apply here?

I did the red wine thing, um .. a few hundred times before I realized that I'd stopped getting Dread guard faction adjustments. The Neriak merchants are "warmly" to me, but the guards still glare.

Same with the GLS in SRO. No Dread Inner or Outer faction boosts anymore.

Can I do this quest to get the guard factions up further? I'm a High elf ... not exactly sure why, but I'm trying to not be KOS in Neriak.

Cheers,

Some guards are on the cleric faction in 3rd gate instead of the normal dreadguard faction.

Since when does the phrase 'HIS SISTER' refer to a MALE?

If you ***** this part of the quest up, you deserve to lose your money and/or faction!

PUTZES! You have to be smarter than this if you're ever gonna solve the whole quest.
WRONG ...WRONG...WRONG

I learned the hard way that this quest is wrong. You do not give the note to Marenkor To'Biath. Actually I think Marenkor is his brother..lol...his sister is at the bar underneath him on the bottom floor of the same bar. Her name is Rysva To'Biath..besides that this is an easy quest i had to do it 4 times cause i keep thinkin I needed better faction. So i hpe this helps.
