The best spot is 530, -808, -70. hands down. Spawns are like every 10 seconds and most of the time two at a time. As a necro I put on a powerful DS and pet GHold off and sit down. Between my pet and my DS you rack the kills up fast.
Go kill this guy first before doing this achievement

He'll max you out on Erudin faction and you're going to be killing thousands of warrens kobolds which will repair the hit to Heretics

so i just finished this in the Warrens at Loc ~475, 825, -67 ( far right area just past the water room around the first corner with Smithy Rrarrgin
if you are in the main hall, the mobs spawn from that room and wander out if you are not in that room
the "a kobold runt" have a Re-spawn time of about 6 seconds. if you are not ion that room, so i just stand out and keep killing them as they wander out. and yes they don't re-spawn. but their are ways to make them aggro.... if you know what i mean ... https://everquest.allakhazam.com/db/item.html?item=117056

Actually, I think 338, -1042, -93 works even better. It's immediately outside the Kerra jail cell. Bring a pet (with GHold off) or a tank merc (agressive), SIT DOWN, and go AFK. Kobolds spawn inside the jail cell about every 15 seconds and wander out, agro on you since you're sitting, and are taken out by the pet/merc. For me that worked out to almost 2000 unattended kills overnight.
The old school Warrens is the best place to find loads of Kobolds to zerg... but it is a pain. They do not auto aggro!
