This is a Conquest Slayer achievement.

Here's something fun to try: Have you ever allowed Fippy Darkpaw to make it through the Qeynos gates and into the city? You may just be surprised with what happens.

Just sit with a pet class in group with you by Brother Hayle and go do something else for a day or so. The good thing about the gnolls (for me anyway) around Brother Hayle is they give no faction hits. Why is that important? My SK has maxxed his faction with the Sabretooths of Blackburrow and I don't want to jeopardize that.

North Qeynos newbie yard during the day gets you around 15 per minute. For melee, run around or spin in circles while cycling targets and /autofire on.

This also completes Don't Bug Me, I Hate Snakes!, Pesticide, and contributes some to We Are the Dead!

Gnoll spawns switch over to decaying skeletons during the night.

This gives about 400 kills per hour, so will take considerably more than 4 hours unless you're starting with a bunch in the bag already, but still by far the easiest way to do this ach that I've heard.

Fippy invades Qeynos

So what does happen if Fippy gets past the Qeynos guards, as this achievement alludes to? Just about nothing.

He paths to the eastern zoneline to South Qeynos at -110, 22, outside the cobbler shop of Gerault Takenmaul.

Fippy Darkpaw shouts, 'Flee for your lives, weakling humans! This land will be ours once again! I claim this city in the name of the Sabertooths!'

Then he repeats that every 40 seconds in conjunction with his standard shouted greeting.

Fippy Darkpaw shouts, '<BBBBBAAAARRRKKKK!> You humans will pay for ruining our homeland! GRRRRRRRR! Family Darkpaw of the Sabertooth Clan will slay you all! <BARK!>'

In SK there are 4 "a gnoll guard" surrounding Brother Hayle. They respawn about every 30-35 seconds. They will not auto attack, but you can afk a bard or AE class and get very fast kills. Killing Brother Hayle will tank a few factions if you care about those still. Best place I found for afk killing gnolls.

Hands down the easiest/fastest way to get this one done, thank you very much BTinkerton.

Bring a pet or a tank merc. Sit down next to Brother Hayle. Everything agros, pet/merc cleans house. But, as pointed out, killing Brother Hayle has it's issues:
Your faction standing with Priests of Life has been adjusted by -100.
Your faction standing with Knights of Thunder has been adjusted by -30.
Your faction standing with Guards of Qeynos has been adjusted by -50.
Your faction standing with Bloodsabers has been adjusted by 25.
Your faction standing with Antonius Bayle has been adjusted by -15.

If those faction hits don't matter to you then just go to town. You'll get about 500 kills each hour. If they DO matter to you then I've three magic words: Faction Lock Potion. Drink it, sit down next to Brother Hayle, and walk away for 4 hours (ok, 3:50 to be safe...). You'll get about 2,000 kills and no faction issues at all.

You want instances for these whenever you can. Freedom! is a good one out of ocean hills. That way you kill them all, drop and reget task, then continue.

Good piece of advice. Freedom! gives roughly 150 kills in 15 minutes.

At Level 100 I found the Steppes to be perfect. The NE part of the zone is all gnolls on two elevations, each of which is separated by the river down the middle. Just run and agro all the gnolls in each section and then turn around and kill them. Repeat in each section. By the time you finish a round, the 1st section is close to respawning, if not all ready. They can also drop some good plat (as much as 45 Plat) and gems, so it's decent farming as well.

Best place to AFK merc-kill looked like the edge of the flat rock by the bridge, maybe.

Though the Steppes are indeed a good place, another one I found toward the end is the caves in the north part of Jaggedpine. There are only about 70 gnolls there compared to the 100+ in Steppes, but they respawn in under 10 minutes instead of 16, and there aren't as many hiding in nooks and crannies. But what really makes Jaggedpine better is they count toward various factions. After just 4-5 clears I went from "threatening" to "dubious" with the merchants there. (But I'm still KOS to the various named refugees at the Army of Light camp in Old Commonlands, which is what led me to look for ways to improve Jaggedpine factions.)
