Diggins (Rogue Guildmaster) is located in the mines. He's on Find (Ctrl+F). You'll need Amiable faction with Miners Guild 628 to obtain his quest.
You say, 'Hail, Diggins' Diggins says 'How is life treating you, bud? What are you doing around the mines? Either you are a [member of 628] or you are lost. If you are lost, I can't help you. I ain't no guide.' You say, 'I am a member of 628.' Diggins says 'It's my duty to assign [guild tasks] to all new members of Mining Guild 628.' You say, 'What guild tasks?' Diggins says 'I see you are interested in helping out. Good! For starters, go into the surrounding territory of Kaladim and destroy all the goblins. We hear they sometimes carry necklaces of ornate design. 628 wants these Runnyeye warbeads. You bring me no fewer than four and I will pay you and maybe, just maybe, I may have an extra piercing weapon lying around which has your name on it.' Runnyeye Warbeads drops off a goblin in Butcherblock Mountains. They are not stackable. A good place to farm them is the goblin camp in the northeast corner of the zone. There are also goblin whelps, shamans and wizards there, but Runnyeye Warbeads only drops off "a goblin". Respawn is fast (3 minutes). Loot 4 Runnyeye Warbeads then head back to Diggins. 800 points for amiable. while working my faction back up it took 40 tasks to get through amiable. at 20 pts per task
my rogue is dubious thanks to killing founey for someone else and I cant do this task. even when I sneak and am indifferent I cant do it. at dubious:

so far did task 99 times. I am up to ally and will continue till max. but at this time, of the 99 times I did this task, I received back as a reward :
16 rusty daggers
30 rusty rapiers
2 rusty shortened spears
4 rusty spears
you can do the percentages if you wish, but those are the only 4 rewards I have gotten so far.
edit - guess I should have waited. 5 more tasks and I was maxxed out. 35 tasks from making ally to max ( thats 700 points into ally. for a dark elf agnostic enchantress). I recieved 1 more rusty dagger from those 5 tasks. 53 rewards from 104 tasks. basically 50% chance. not to go fix ebon mask and circle of unseeen hands. this is my 219th faction to max

each 4 runnyeye warbeads handed in gains 20 points. How do I know? because kindly span is 500 points and it took 25 tasks (100 beads) to get through kindly into warmly.
edit : confirmation of points. took 700 ponts ( 35 tasks) to get through warmly.

Save the warbeads for Rivervale only thing I'vr found to raise Marshal ghobbers faction thus squad ring is in reach.

anyone know what they mean by random piercing? are we talking rusty or tarnished? or something a little nicer for low lvls like bronze or cast iron?
little off subject but, am i the only one who has noticed that the regular weapons sold by merchants (e.g. long sword, broad sword) are better than bronze weapons? maybe that is why they want entirely too much for then, hell i say buy some FS weapons for 10PP

don't know how this could possibly lower your faction with the deeppockets, especially if the miner's 628 is friendly with them. runnyeye bead quest in rivervale does not affect faction with the deeppockets at all(i've done it many, many times without retribution). perhaps i'll go to kaladim to investigate for myself...

In the faction table for Deeppockets, Runnyeye Warbeads are under raise faction and lower faction. How can it be both?
